- DRAFT PWS - RSAF COTS Training Labs Sources Sought Synopsis/Request for Information: THIS IS NOT A REQUEST FOR PROPOSAL/QUOTE. Wright-Patterson Air Force Base OH is using a Sources Sought to find vendors. We are looking for businesses that might be able to provide equipment, delivery, training and installation of 15 Multi-media English Language Laboratories in Saudi Arabia. This is a Foreign Military Sales (FMS) effort. The Air Force Security Assistance Center (AFSAC) is anticipating purchasing fifteen (15) Commercial Off-the-Shelf (COTS) Computer Training (CT) Labs (see Attachment 1 - List of Equipment) to be delivered and installed at various Royal Saudi Air Force (RSAF) locations throughout the Kingdom of Saudi Arabia. Each training Lab should support 30 students and one instructor, with the capability to add new learning programs as required. This announcement constitutes only sources sought. All sources capable of providing these products and follow up services are being sought. Potential vendors are requested to register on FBO for this Sources Sought. Potential vendors should submit a Capabilities Package and a Rough Order of Magnitude (ROM) estimate by close of business (COB, 4 PM Eastern) on 18 Dec 2009. Responding parties must also indicate their status in relation to the applicable North American Industry Classification System (NAICS) code 541512 - Computer Systems Design Services, size standard $25 million. The acquisition methodology for this requirement will be determined after responses to this sources sought are received. Capabilities Package. All interested sources need to address and submit the following criteria in their capabilities package: (1) Company should be able to perform in the country of Saudi Arabia. (2) Company should be or have a Saudi Approved Contractor as their local sponsorship. (3) Company should be able to conduct a Site survey of the RSAF sites within 45 calendar days after contract award (if contract is awarded) in order to gather sufficient data and information to support the installation of the modern Raised Floor CT Labs. (4) Company should be able to or have a Saudi Approved Contractor install, test and ensure proper operation of the Labs. (5) Company should be able to or have a Saudi Approved Contractor complete the contract within 6 months of contract award (if contract is awarded). Firms responding to this announcement should indicate their size, particularly if they are a small business, a socially and economically disadvantaged business, a woman-owned business, a HUB-zone small business concern, 8(a) small business, Service Disabled Veteran-Owned Small Business, and should also indicate if the firm is foreign-owned. Interested sources are encouraged to first register as a source on the FBO (FedBizOpps.gov) web site. In addition, interested sources must respond with a complete capabilities package describing their technical expertise and experience, personnel and facilities. The response should also identify key technical risks, issues, and any partnering arrangements that may be considered. If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. The capabilities package should be brief and concise, yet clearly demonstrating an ability to meet the stated requirements. Recent, relevant experience in all areas should be provided. Recent, relevant experience is defined as performance of the same or similar projects within the past three (3) years. Interested firms are encouraged to submit resumes of key personnel as outlined in the draft PWS, including a telephone number, an e-mail address, and a facsimile number in their response. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided. The response must not exceed 15 pages. All parties are asked to provide data that may be reviewed by Advisory and Assistance Services (A+AS) support contractors unless marked "Proprietary." Information marked "Proprietary" will be protected and will not be divulged unless mandated by existing laws. Capabilities package and ROM information should be submitted to AFSAC/PKT, 5454 Buckner Road, Bldg 209, Area C, Wright-Patterson AFB OH 45433-5337 not later than (15) fifteen days from the publication of this notice.
