- Solicitation HC1028-10-T-2016 for Renewal of Coupon Family Code Services DISA/DITCO, intends to issue a sole source contract to Coupons Inc., 2108 S. Smith Rd., Bloomington, IN 47401. This acquisition is for renewal of Coupon Family Code Services. The software being maintained is proprietary and protected by copyright laws. No third party maintenance is authorized. Period of performance is 01 Oct 2009 through 30 Sep 2010. The statutory authority for other than full and open competition is 10 USC 2304( c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Companies who can provide the above listed software service renewal must complete the solicitation, HC1028-10-T-2016, available at http://www.fbo.gov/. The resultant contract will be a firm fixed price purchase order. The NAICS code is 519190 for this procurement. The justification detailing the government's essential need for Coupons Inc. Software Services is below: Defense Commissary Agency (DeCA) has provided justification to support the procurement of Coupon Family Code services. The Coupon Family Code will give the commissaries front-end personnel the ability to scan coupons with bar codes, at the point of service (POS) terminals. Coupons, when presented to the cashier, will be automatically verified to match to the actual product purchased. The coupon value will automatically be deducted from the customer's total. This will help prevent coupon fraud and improve front-end efficiency. Coupon Family Code information is not made available to individual grocery companies. The information is only supplied to 3 rd parties, who seek, retrieve, store and update this data. Coupons Inc. (formerly J. Michels Consulting) has been providing DeCA with coupon family code services since 2004. These services provides DeCA with all necessary coupon family codes, by item UPC, so that the commissaries can scan and validate coupons down to the family code level. As the incumbent supplier of this data to DeCA, Coupons Inc. is able to match the format of the current DeCA files (POS MEI layout), which is most important to the daily processing of scanned coupons. Changes to the supply of the Coupon Family Code interface data structure, data integrity, or delivery schedule would require changes to the interface process with DeCA Interactive Business Systems ( DIBS) and potentially DIBS and Commissary On-line Product and Pricing System (COPPS) software changes. Potential cost to recreate DIBS interface process and programming efforts is estimated to be approximately $85,000.00 based on original actual work performed for the interface process and DIBS software changes. Based on documentation provided, a determination has been made to award a firm fixed price purchase order to Coupons Inc. (formerly J. Michels Consulting) for the Coupon Family Codes services.
