Description
RECOVERY ACT - Contractor shall provide all labor, material, tools, equipment, transportation, and qualified supervision to perform the project "RECOVERY ACT - RENOVATE FOR ENVIRONMENTAL COMPLIANCE" at the VA Medical Center, Salem, Virginia. This procurement is 100% set-aside for qualified Service Disabled Veteran Owned Small Businesses who have proven experience in fuel storage leak detection systems, removal of fueling equipment and tanks, and installation of spill containment measures. The project consists of several components including upgrade of the fuel storage leak detection system for fuel storage tanks, removal of old fueling equipment and tanks and relocation of the fueling station including installation of new equipment and tanks, and installation of spill containment measures. Work will include upgrade of the fuel storage leak detection system for fourteen (14) fuel storage locations around the Medical Center campus. This includes installation of new equipment and sensors, upgrade of existing equipment, and connection of detection system to a central station monitoring system. This project will also include construction of spill containment for three (3) underground fuel tanks including installation of curbing and drainage systems leading to an oil/grit/water separator. Work will also include relocation and installation of fueling appurtenances and equipment including removal of two (2) existing underground storage tanks and installation of two (2) new tanks. The NACIS code for this procurement is 236220, Commercial and Institutional Building Construction with a small business size standard of $33.5M. All work shall be completed within 180 calendar days after date of receipt of the Notice to Proceed. This includes final inspection, completion of any punchlist items, and final clean-up. The estimated dollar amount of this procurement is between $500,000 and $1,000,000. The solicitation will be available ON OR ABOUT Tuesday, July 14, 2009. The date for receipt of proposal will be close of business (4:30pm EDT) ON OR ABOUT Thursday, August 13, 2009. A pre-bid conference will be scheduled approximately 2 weeks prior to the bid closing date. The exact date and time for the pre-bid conference and the receipt of bids will be contained in the solicitation. The deadline for receipt of questions is ten (10) calendar days prior to the bid opening date. Firms interested in submitting a bid must request drawings in writing in accordance with instructions in the solicitation; no telephone requests will be accepted. Drawings will not be available until the solicitation is issued. The Contracting Officer's email address is teresa.holley@va.gov. The bidder is responsible for the readability of faxed requests.
