Description
The Department of Veterans Affairs New Jersey Health Care System (VA NJHCS) intends to issue a Request for Proposal for Interventional Radiology Services. This procurement is full and open (unrestricted). The applicable NAICS code is 621111 with size standard $10.0M. The solicitation will be available on or about November 30, 2009 with quotations due on or about December 30, 2009. Proposals must include all required information outlined in the RFP document to be considered responsive. Services are to be provided at the East Orange Campus of the VA NJHCS located at 385 East Tremont Avenue, East Orange, New Jersey 07018. This procurement will be conducted under FAR Part 12, and Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiation. The procurement may result in one award for firm fixed price, best value contract for the period of service from February 1, 2010 through September 30, 2010 with one (1) one-year option to extend subject to the Government's discretion and subject to availability of funds. Award is anticipated prior to the period of service to allow completion of proposed physician candidates(s) credentialing process (es) to be completed by the VA NJHCS prior to the physician candidate(s) beginning work. Services include two line items: (1) Full time Interventional Radiologist physician(s) working on-site at VA for 40 hours per week (2080 hours annually) 8:00a.m to 4:30p.m Monday through Friday. (2) Interventional Radiologist physician(s) on-call coverage for Weekends, Holidays, Evenings and Nights (Monday-Friday 4:31p.m to 7:59a.m; and 24 hours per day for each weekend day which is total of 48 hours on the weekend and 24 hours per day for each Federal Holiday). All physician candidates performing services on the contract(s) must be fellowship-trained in Interventional Radiology, be Board-Certified by the American Board of Radiology, and must maintain both current ACLS certification and current CAQ status in Interventional Radiology. All must possess a current full and unrestricted Medical License in a State, Territory or Commonwealth of the United States or the District of Columbia. IR Services include but are not limited to: Arteriovenous Malformations(AVM), Angiography, Balloon Angioplasty, Biliary Drainage and Stenting, Central Venous Access, Embolization and ChemoEmbolization, Hemodialysis Access Maintenance, Gastrostomy tubes, Renal Biopsy, Stenting and Stent-Grafting, Radiofrequency Ablations(RFA), TIPS (transhepatic shunt), Vena Cava Filter, MR Angiography, CT Angiography, Biopsies (bone and soft-tissue), Abscess drainage,. For each provider performing these services, the contractor shall provide a CV and a competency check list indicating their procedural experience. These procedures will be performed and interpreted by Interventional Radiologists onsite at the VANJHCS in accordance with established VHA performance measures, as well as, time and attendance guidelines. Note: To be eligible for award, Offeror must be registered in the Central Contractor Registration (CCR) and registration must be valid and up to date.
