- This is a market survey for the above identified requirements. This market survey is being released in accordance with FAA A.M.S. policy 3.2.1.2.1. The responses to this market survey will be used for informational purposes only, and will not be released. Proprietary information will be protected if appropriately marked. This announcement is not intended to guarantee procurement of a product, and shall not be construed as a commitment by the Government to enter into a contract. This is not a screening information request (SIR) or request for proposal (RFP). The FAA is not seeking or accepting unsolicited proposals. The purpose of this market survey is to receive feedback from industry that will be used to improve the quality of the forthcoming acquisition, inclusive of the SIR and resulting contract. The goal is to improve the current pricing structure, in order to achieve more favorable pricing on the follow-on contract.Special emphasis of this market survey is being placed on the proposed pricing methodology described in Section C.4.4.1. The FAA wishes to allow suppliers to provide the most aggressive pricing on the FAA's high use items while maintaining the pre-established category discounts for the non-market basket items. Industry is encouraged to provide suggestions and recommendations for alternate strategies that firms have found to be particularly effective. This market survey provides the following: a.A draft lowest priced technically acceptable (LPTA) statement of work (SOW). The FAA hereby requests industry input and commentsb.A draft product pricing sheet to seek industry input and comment regarding the mandatory brands listed on the attached product pricing sheet. The FAA wishes to ensure that the mandatory products listed are not biased towards the incumbent or any other vendor, (i.e. no "private label" brands). Industry input and comments are hereby requestedc.The FAA's purchase quantities and ship-to locations in an effort to provide industry insight into exactly what products were purchased and how they were distributed nationally within a specific period, on the incumbent contract. The FAA herby requests industry input and comments. A draft SOW, product pricing sheet, purchased quantities list, and ship-to locations list are provided as attachments. It is anticipated that a Screening Information Request (SIR) or request for proposal (RFP) will be issued within 30 days of this survey announcement. Contract award is contemplated by May 2010 with performance to commence on or around June 2010. The SIR will be conducted as a fully competitive procurement, no set aside is anticipated for this procurment. A five year indefinite delivery indefinite quantity contract is being considered, with a one year base period and four one year renewable options. The proposed North American Industry Classification System (NAICS) code(s) are: 424120 Stationary and Office Supplies Merchant Wholesales and 453210 Office Supplies and Stationary Stores.
