- Draft - Parasail Boat Specs for RSAF Draft - Safety Boat Specs for RSAF Sources Sought Synopsis/Request for Information: THIS IS NOT A REQUEST FOR PROPOSAL/QUOTE. Wright-Patterson Air Force Base OH is using a Sources Sought to find vendors. We are looking for small businesses that might be able to provide commercial supplies and follow-on maintenance support for the Royal Saudi Air Force (RSAF). This is a Foreign Military Sales (FMS) effort. The Air Force Security Assistance Center (AFSAC) is anticipating purchasing two (2) Parasail Boats and two (2) Safety Boats in Saudi Arabia (see Safety Boat suggested specifications attached) and to perform, including the provision of tools, labor, and necessary parts, as well as service and maintenance (through warranty period plus three (3) years). The Parasail and Safety boats must hold 15 passengers and should be able to operate in rough seas (4 to 6 feet wave heights). All sources capable of providing these services are being sought. Potential vendors are requested to register on FBO for this Sources Sought. Responding parties must also indicate their status in relation to the applicable North American Industry Classification System (NAICS) code 336612 - Boat Building and Manufacturers, size standard 500 employees. Sources with 8 (a) or HUBZone status should address this in their responses. The acquisition methodology for this requirement will be determined after responses to this sources sought are received. Capabilities Package. All interested firms should submit a capabilities package that outlines the company's capabilities in providing the required services. Interested sources need to address with the following criteria: (1) Company should be able to perform in the country of Saudi Arabia. (2) Company should be or have a Saudi Approved Contractor as their local sponsorship. (3) Company should be able to provide a cost breakdown, to meet the specifications depicted in the PWS, to procure boats for Saudi Arabia. Cost should include freight charges and delivery to Saudi Arabia. (4) Company should be able to or have a Saudi Approved In-Kingdom Contractor who will be responsible to provide all personnel, equipment, tools, and materials necessary to perform the maintenance services to maintain the four (4) Boats. (5) Company should be able to or have a Saudi Approved In-Kingdom Contractor perform maintenance during the warranty period; the contractor shall also provide service and maintenance for an additional period of three (3) calendar years. 3. Firms responding to this announcement should indicate their size, particularly if they are a small business, a socially and economically disadvantaged business, a woman-owned business, a HUB-zone small business concern, 8(a) Small Business, Service Disabled Veteran-Owned Small Business, and should also indicate if the firm is foreign-owned. Interested sources are encouraged to first register as a source on the FBO Web Site (www.FedBizOpps.gov). In addition, interested sources must respond with a complete capabilities package describing their technical expertise and experience, personnel and facilities. The response should also identify key technical risks, issues, and any partnering arrangements that may be considered. If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. The capabilities package should be brief and concise, yet clearly demonstrating an ability to meet the stated requirements. Recent, relevant experience in all areas should be provided. Recent, relevant experience is defined as performance of the same or similar projects within the past three (3) years. Interested firms are encouraged to submit resumes of key personnel as outlined in the draft PWS, including a telephone number, an e-mail address, and a facsimile number in their response. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided. The response must not exceed 15 pages. All parties are asked to provide data that may be reviewed by Advisory and Assistance Services (A+AS) support contractors unless marked "Proprietary." Information marked "Proprietary" will be protected and will not be divulged unless mandated by existing laws. 4.
