- Solicitation RFP SPM2D1-10-R-0005 is a standing solicitation from which the Government contemplates award of contracts for items as described below. The Defense Supply Center Philadelphia (DSCP) in an effort to improve medical supply support to our customers has developed the Electronic Catalog (ECAT) System. The ECAT System allows DSCP (CONUS AND OCONUS) customers to review and compare contractor electronic catalogs with the ultimate goal of placing on-line orders to the contractor of their choice. This solicitation is a standing solicitation from which the Government contemplates award of multiple customer value contracts (CVC) for Medical Equipment, Maintenance of Medical Equipment, and/or Spare Parts/Repair Parts of Medical Equipment for Non Developmental items for the DLA Electronic Catalog System (ECAT). DSCP military and other government customers are currently using the ECAT System to order medically related laboratory, dental and optical supplies and limited medical equipment. Indefinite quantity/indefinite delivery contract for Medical Equipment, Maintenance of Medical Equipment, and/or Spare Parts/Repair Parts of Medical Equipment for non-developmental items for the DLA Electronic Catalog System (ECAT). Non Developmental Item is best defined as follows: a. Any previously developed item of supply used exclusively for governmental purposes by a Federal agency, a State or local government, or a foreign government with the United States has a mutual defense cooperation agreement; b. Any item described in paragraph (a) of this definition that requires only minor modification or modifications of a type customarily available in the commercial marketplace in order to meet the requirements of a procuring department or agency; or c. Any item of supply being produced that does not meet the requirements of paragraph (a) or (b) solely because the item is not yet in use. Medical Equipment is best defined as that Equipment used by medical professionals, technicians and laboratory personnel to perform a treatment, test or operation. We are soliciting for Medical Equipment, maintenance of medical equipment (with or without the equipment), and/or spare parts of medical equipment (with or without the equipment). Along with these items, the following may be required: classroom training, repair parts, maintenance of the item(s) and installation when applicable, all consumable and non consumable items used in conjunction with any and all medical equipment requires line power (120 or 220 VAC, 50 or 60 Hz), with some having back-up batteries. Some equipment relies solely on battery power. Note: All medical equipment shall be supplied with two (2) copies each of the operator's and service manuals. DSCP Medical Equipment Group intends to enter into fixed-price, indefinite quantity type contracts for Non-Developmental medical equipment, maintenance of medical equipment, and/or spare parts/repair parts of medical equipment used by medical professionals, technicians and laboratory personnel to perform a treatment, test or operation. This standing solicitation will remain in effect until November 24, 2010 unless replaced by an updated solicitation or rescinded. This is an unrestricted acquisition. The resultant contract(s) will be for a one-year base term and two one-year option terms. The items to be purchase by the authorized users are medical equipment used by medical professionals, technicians and laboratory personnel to perform a treatment, test or operation. *All items offered shall be Non- Developmental items as defined above. COMMERCIAL ITEMS SHALL BE OFFERED UNDER SOLICITATION SPM2D1-07-R-0012. The hospital, dental, laboratory and field medical equipment such as: a. Litter Carriers b. Deployable Oxygen Concentrators and systems c. Stanchions d. Dental systems/handpieces e. Analyzers/test equipment f. Litters g. Small portable ultrasound(s) h. Medical Cabinets i. Medical Refrigerators j. Field Sinks k. OR Tables l. Hospital Beds/chairs/Stretchers m. Repair parts n. Maintenance Along with these items, the following may be required: classroom training, repair parts, maintenance of the item(s) and installation when applicable. All consumable and non-consumable items used in conjunction with any and all medical equipment. Typically but not always, the operation of medical equipment requires line power (120 or 220 VAVC, 50 or 60 HZ), with some having back-up batteries. Some equipment relies solely on battery power. All medical equipment shall be supplied with two copies each of the operator's and service manuals.
