Description
The U.S. Department of Agriculture's Office of the Chief Information Officer (USDA OCIO) plans to issue a solicitation to procure virtual world (VW) software technology. While there are Government organizations currently utilizing virtual worlds (VW) technology, significant challenges remain related to cross-agency accessibility, security, scalability, and interoperability. For virtual worlds to be a viable option for widespread government use, the Government is seeking offerors who can demonstrate that the virtual worlds solution(s) can satisfactorily resolve these and other cross-agency issues. A major objective is to create a multi-agency advisory committee to create new and innovative government-wide solutions; the virtual worlds effort provides such a solution. The Government does not have an expectation that any one vendor or product will satisfy all requirements. To that extent, the Government intends to award one or more Indefinite Delivery/Indefinite Quantity contracts to enable the Government to build, customize and host one or more interactive persistent virtual worlds where users can operate over networks for the purposes of collaboration, training, rehearsal, analysis, simulation, experimentation, and socialization. Contractors are advised to consider the merits of entering into partnerships or teaming arrangements to provide a solution(s). The required features are desired to be similar to or better then what is available in public virtual world environments like Second Life, There.com, or World of Warcraft. The Government requires that it be able to build and host a highly reliable and available private world that, unlike the public environments, is able to operate using firewalled or classified networks and is capable of integrating with legacy and emerging technologies. In addition, the Government must completely control the hosting environment, software licenses, support contracts service levels, content, experiences, and user access. The Government envisions a fully immersive, persistent 3D experience using avatars as the user interface rather than more traditional 2D web based experiences. The VW infrastructure, core components, and tools must provide a complete platform to support collaboration. The Government envisions a solution that is extensible where specialized functionality shall be provided through the use of plug-ins developed by other Government programs and/or commercial entities that interface to the VW through open Application Programmer's Interfaces (API) and non-proprietary data formats that provide access to the internal VW data model. An open architecture solution is required to provide the level of interoperability and extensibility that will be necessary for the wide variety of use cases anticipated. It is anticipated that multiple award, fixed price, indefinite delivery, indefinite quantity contracts will be awarded as a result of the solicitation. Each contract will contain a base year and three, one-year option periods. It is anticipated that the RFP will be issued on or about December 9, 2009. January 11, 2010, is the anticipated due date for proposal submission, not the date for the issuance of the solicitation (refer to the solicitation for the specific proposal due date and time which may be revised based on the actual solicitation release date). This procurement will be conducted on a full and open competition basis under NAICS Code 511210. Telephone requests for the solicitation will not be honored.
