Description
The Department of Veterans Affairs Medical Center, VISN6 Central Acquisition Service intends to negotiate a sole source procurement with DAKO Corporation. This proposed contract action is for Reagent Rental at Cost Per Test Agreement required at the Richmond VA Medical Center, Richmond, Virginia. The VA intends to procure this requirement on a sole source basis in accordance with the statutory of 41 U.S.C 243(c) (1) as implemented by FAR 6.302-1. It is believed that DAKO is the only vendor that meets this requirement. Any proposed offer must be able to meet or exceed the following: (1) have the capability to heat each individual slide to 60 C, (2) must be able to separate waste containers of hazardous, trace metal and alcohol, (3) have Gram and Elastic in Special Stain Menu, (4) the ability to perform both IHC and Special Stains on single system, (5) instrument must be completely self contained and can run up to 11 stains in one run, (6) must be able to run AFB and Steiner simultaneously with other Special Stains, (7) must be able to run 2 or more kits of the same stain on one run. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however any firm that believes it can meet these requirements may give written notification to the Contracting Officer. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Responses are due by December 3rd 2009 at 12:00PM. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
