- This is a combined Synopsis/Solicitation/Notice of Intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued for the solicitation number NOI10030 a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-37 dated October 14, 2009. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Small Business Set-Aside. The associated North American Industry Classification System (NAICS) Code is 325414, which has a small-business size standard of 500 employees. The National Institute of Allergy and Infectious Diseases (NIAID) intend to procure various human cell reagents on a sole source basis with Stemcell Technologies. Item/Description/Quantity: 1) EasySep Human B Cell Custom Cocktail, #19309SM, qty-10; 2) EasySep Human CD4+ T Cell Custom Cocktail, #19309TWC, qty-60; 3) EasySep Human CD4+ T Cell Enrichment, #19052, qty-40; 4) EasySep Human CD8+ T Cell Enrichment, #19053, qty-50; 5) RosetteSep CD4+ T Cell Enrichment, #15062, qty-10; 6) RoboSep Filter Tip Racks, #20125, qty-2; 7) StemSep Human CD4+ T Cell Enrichment (10ml), #14062, qty-3; and 8) StemSep Human CD8+ T Cell Enrichment (10ml), #14063, qty-2. These particular human cell reagents are needed for use with the RoboSep instrument already located in the lab. Stemcell Technologies is the sole manufacture of the instrument that allows researches to maintain exceptional consistency and highly reproducible scientific results on samples related to the investigation of HIV/AIDS and the human immune system. The lab is needed to maintain the continuity of the following protocols #Z-AI-000677-16, The Role of Host Factors in HIV Immunopathogenesis, #Z-AI-000976-03, Protective Effect of IL-7 against Spontaneous T-Cell Apoptosis, #Z-AI-000390-25, Therapeutic Strategies for the Management of HCV/HIV Co-infection, #Z-AI-000883-08, Interaction of HIV Envelope with Cell Surface Receptors, #Z-AI-000887-08, Role of HIV Envelope Proteins in Viral Replication and HIV Pathogenesis, and #Z-AI-000825-11, Role of B Lymphocytes in HIV Infections and Pathogenesis, which are on-going studies already in progress. Changing variables at this time would result in incorrect interpretation of the protocols listed. The following factors shall be used to evaluate offers: 1) price and 2) capability to meet required specifications. The government will award a fixed price purchase order to the responsible contractor. The FOB terms are "Destination" and Net 30.
