- THIS IS NOT A REQUEST FOR PROPOSALS OR REQUEST FOR INFORMATION The U.S. Small Business Administration, Washington, DC - INTENT TO SOLE SOURCE. Under the authority of FAR 6.302-1, the U.S. Small Business Administration intends to negotiate and procure on a sole source basis. This is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. This is a notice of intent to award a sole source contract to Credit Builders Alliance for the purchase of Contractor training to SBA Microloan Intermediaries to help them report data to the major credit bureaus and assist their low-income borrowers to build a credit history and score. The training will enable SBA Microloan Intermediaries to better assist microborrowers to a) increase financial knowledge including a better understanding of the U.S. credit economy, b) improve financial behavior, and c) create a credit history and/or improve credit scores so that microborrowers may graduate to traditional loan programs and products. The Contractor shall provide training to SBA Microloan Intermediaries on how to access credit reports, improve credit building assistance, and develop tracking systems that use credit report information and scores to track mid and long-term credit outcomes. Access to credit reports and scores will enable Intermediaries to both improve their service delivery to disadvantaged microborrowers and also track credit outcome indicators. The Contractor must demonstate extensive experience in the microenterprise industry. The Contractor shall provide evidence of past performance in conducting training for the microenterprise industry. The Contractor is required to provide necessary resources to include perosnnel, material and services, to perform the tasks described herein. The Government will provide the facilities for all training conducted. The Contractor shoud be skilled at providing training, one-on-one assistance and offering consulting services to organizations to help them with capacity to support credit reporting, credit building for microborrowers and credit outcome tracking. Any firm that believes it can meet these requirements may give written notification. Supporting evidence must be furnished in sufficient detail, to demonstate the ability to comply with the above requirements. All information submitted in response to this announcement must be recieved by December 3, 2009, 3:00 pm Eastern Standard Time. This information can be emailed to Lorenzo Brown.
