Description
The 325th Contracting Squadron has a requirement to provide an Internet Protocol TV (IPTV) programming feed to Tyndall AFB, FL. The written solicitation FA4819-10-R-0003 will be issued on or about 10 December 2009, however, there is no commitment by the Government to issue a solicitation or award as a result of this synopsis. The solicitation will be issued as a commercial, firm fixed price (FFP) type contract with a base performance period of one year (12 months) and will include four, one-year option periods. Contractor shall provide: Internet protocol television (IPTV) service for Tyndall AFB. The system will serve approximately 3,000 simultaneous users, about 250 of which are public/common use televisions. The public/common use sets are mainly viewed Monday through Friday from 0800 to 1700. The number of individual or common users may change as required by operational considerations. Nine channels will be required for official use areas; including: four major television affiliates, one major news channel, one weather channel, and three commander's access channels. Ten channels will be required for the lodging facility; including: four major television affiliates, one sports channel, one major news channel, one family/children's channel, and three commander's access channels. Additional channels may be required for specified squadrons. The contractor must also be prepared to change the specific channels provided. A price list of all channels may be required by the solicitation. Enterprise Certification and Accreditation must be accomplished through AETC/A6 for the broadcast of IPTV via the base network prior to consideration for award. Award will be based on the lowest price technically acceptable offer. Technical acceptance is based on contractor's receipt and submission of the proper certifications and accreditations as stated above. The 2007 North American Industry Classification (NAICS) code to be used for this acquisition is 517110, Wired Telecommunications Carriers. No further advertisement will be made prior to posting the solicitation.
