Description
Construct a Combined Arms Collective Training Facility (CACTF). The CACTF will be used to provide a realistic urban environment for soldier training and will consist of a Range Training Area and a Range Operations Control/After Action Review area (ROC/AAR). The Range Training area will consist of 24 training buildings, roads, alleys, parking areas, and underground sewer/tunnels. The range training building types will be residential, retail/commercial, public institutional, and light industrial. Each building type will be arranged in distinct sectors within the overall urban layout and include: a school, church, police station/jail, hotel, municipal building, service station, business offices, residences, bank, and warehouses. The training buildings will include single story and multiple story masonry structures. Total square footage of the range buildings is approximately 81,000 square feet (sf) and about 25,000 square yards (sy) of pavement. The ROC/AAR area will consist of 3 single story, masonry buildings. The ROC/AAR building will be about 5,700 sf; consisting of a combined control area, an after action review area, and storage. Ancillary improvements will include a latrine (355 sf), a covered mess (800 sf), road (2,680 sy) and parking area (820 sy). Also included in the project are supporting facilities to include safety cameras, associated range power and data transfer cablings, electric service, and information systems. The estimated cost range for this project is $10M to $25M. The Construction Cost Limitation (CCL) for this project is $22,684,000. Offerors are under no obligation to approach this ceiling. This is a HUBZone set aside procurement. NAICS code is 236220. Size limitation is $33.5M. The base construction contract duration is approximately 540 days. The proposals will be evaluated using the Lowest Price Technically Acceptable (LPTA) Source Selection Process with the following rated evaluation criteria: Prime Contractor Past Experience, Prime Contractor Past Performance, and Management Plan. The approximate issue date is 20 October 2009 and approximate closing date is 01 December 2009, 2:00pm Eastern Time. Project documents will be issued via the web only.
