Description
Introduction The National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH), of the Department of Health and Human Services (DHHS) supports research related to the basic understanding of microbiology and immunology leading to the development of vaccines, therapeutics, and medical diagnostics for the prevention, treatment, and diagnosis of infectious and immune-mediated diseases. The NIAID, Division of Allergy, Immunology, and Transplantation (DAIT) has a requirement for capabilities and facilities to establish and manage a Statistical and Coordinating Center to provide support for asthma clinical trials. Description Research supported and conducted by the National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH), Department of Health and Human Services (DHHS), strives to better understand, treat, and ultimately prevent immunologic, infectious, and allergic diseases. The NIAID Division of Allergy, Immunology, and Transplantation (DAIT) supports extramural basic, pre-clinical and clinical research focusing on immune-mediated diseases through a variety of research grants and contracts. This includes support for clinical research to evaluate the safety and efficacy of therapeutic and preventive approaches and agents and to elucidate the underlying mechanisms of such approaches and agents. The Statistical and Clinical Coordinating Center for Inner City Asthma Consortium (SACCC-ICAC) provides critical services for the design, implementation, oversight (including regulatory support and compliance, safety and clinical site monitoring and reporting, training, and distribution and quality control of study products), and analysis of DAIT-supported asthma clinical studies and associated mechanistic studies being conducted by the Inner City Asthma Consortium (ICAC): The Inner City Asthma Consortium (ICAC) ICAC is the lead NIAID clinical research program focused on the disproportionate burden that asthma poses for socioeconomically disadvantaged, minority children living in our nation's inner cities. The program has been continuously funded since the early 1990s. ICAC will be renewed for 5 years beginning in FY2009 and will conduct multi-site clinical trials of immune-based therapies in 250-1000 subjects, geographically, and demographically representative cohorts. Continued support for the ICAC Statistical and Clinical Coordinating Center is essential for the design, implementation, and monitoring of ongoing and future clinical studies. It is anticipated that a single award indefinite-delivery indefinite-quantity (IDIQ) base contract will be awarded for a period of five years, beginning approximately September 2010, with an anticipated annual total effort of approximately 10.0 FTEs per annum for the five year period. OPTION 1: EXTENSION OF SERVICES In addition to the above functions and services to be provided for the Base Contract, the following Option for additional services under the contract may be exercised at the discretion of the Government to accommodate statistical, clinical monitoring, technical, regulatory and administrative support as described under the SOW for additional NIAID clinical trials and clinical studies to be performed quickly in response to urgent public health needs.
