- RECOVERY: Repair Water Delivery Canal and Repair Bruce's Wetland Leak - ARRA Funded FFS Project Number R6GK and R6GJ (31%) TAS::14 1610::TAS, and Fiscal Year 2010 Funded Wetland Enhancement Project at McNeil Slough WPA, Project Number 0812 (69%) THIS CONTRACTING ACTION IS ISSUED UNDER THE AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA). Description/Location: This project includes providing all materials, equipment, and labor required for the repair of a water delivery canal and pond rehabilitation (described below in detail), located at Bowdoin, MT. This contracting action is advertised in accordance with full and open procedures under the competitive demonstration program. GENERAL INFORMATION The estimated magnitude of construction is between $25,000.00 and $100,000.00. The total performance is 30 days from the Notice to Proceed. The NAICS code is 237990, Other Heavy and Civil Engineering Construction, with a size standard of $33.5M. This project is solicited using full and open procedures under the competitive demonstration program. The solicitation package is anticipated to be available electronically on or about 30 November, 2009 with an anticipated closing date of 14 December, 2009. Copies of the solicitation, specifications, and drawings can be obtained at http://www.fedbizopps.gov once available for issuance. The Awardee will be subject to Section 1512(c) of the Recovery Act which requires each contractor to report on its use of Recovery Act funds under the awarded contract. These reports will be made available to the public. PROJECT INFORMATION: Work under this contract consists of the following: Repair Water Delivery Canal Reconstruct approximately 200 yards of water delivery canal to a bottom width of 10', side wall height of 2', outside slope of 2:1. Canal walls will be compacted sufficiently with equipment and topped with topsoil available on site. Replace existing metal culvert with 16" x 20' plastic culvert provided by USFWS. Vendor will supply gravel for trail where culvert is replaced. Rehabilitation of Bruce's Pond Clean and rehabilitate eroded area on back side of wetland berm. Rehabilitation area is approximately 325' long by 13' deep. Eroded material will be removed, replaced with new fill material and compacted. Finish grade will match surrounding slope. Rehabilitation of Turtle Pond Clean and rehabilitate eroded area on south east side of wetland basin. Rehab area is approximately 125' long by 10' deep. Eroded material will be removed, replaced with new fill material and compacted. Finish grade will match surrounding slope. Rehabilitation of Dowitcher and BOR Pond Canal Rehabilitate water delivery canal leading to the Dowitcher and BOR ponds. Approximately 1000' of delivery canal will be reshaped to a side wall height of 2' and a 10' width in the canal bottom. Slopes on the canal wall sides will be 3:1. Material, if needed, is available on site. Replace one 30" slide gate and one 30" half-round riser and their associated 20' culvert sections. FWS will supply the 30" structures and culverts. As part of the project the vendor will be required to purchase and supply roughly 830 cubic yards of Sandy Loam fill dirt to be used for the fill requirements and to pick up and transport roughly 750 Cubic yards of donated Bentonite clay fill material from a location 27 miles from the site.
