Description
Subject 70 - Sources sought for information and planning purposes for qualified and experienced sources for a contract vehicle that provides a Third Party Logistics (3PL) Provider to perform integrated Supply Chain Management functions as required by FISC Norfolk, Supply Management Department Midwest Activity (SMDMW) to support activities of Naval Surface Warfare Center, located in Crane, Indiana. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. It is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response. The Fleet and Industrial Supply Center, Norfolk, Virginia is seeking information on qualified and experienced sources for planning purposes in an effort to derive a contract vehicle that requires the contractor to provide integrated supply services comprised of material support, inventory control, receipt inspection, warehousing, delivery and billing services. The proposed contract is a single award, task or delivery order contract, e.g., Indefinite Delivery/Indefinite Quantity (ID/IQ) type contract, with Cost plus Fixed Fee (CPFF) and Firm Fixed Price (FFP) provisions, with a base year and four one-year option periods to commence as soon as possible. The FFP portion of this requirement will be for materials and travel while the CPFF portion will be for services and labor effort. For the purposes of Small Businesses, the NAICS Code is 561210, Facilities Support Services, and the Size Standard is $35.5M. Your response shall include the following information and can be submitted in your own format: Size of company, i.e., 8(a), WOSB, SB, Veteran, all others, number of employees, revenue for the past 3 years, relevant past performance on same/similar work dating back 5 years and your company's capability to perform the type of work. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition as specified in the Draft Performance Work Statement (PWS). Standard company brochures will not be reviewed. Submissions are not to exceed two (2) standard size typewritten pages. Also, please indicate if your company can be a prime contractor for this effort or, if not, whether your company can be a subcontractor. A draft PWS, draft Attachment 1 (Test Market Basket) to the PWS are posted in this notice for your reference. Responses should be submitted electronically to Matt Morelewski at matthew.morelewski@navy.mil by close of business (4:00 EST) 10 December 2009. Again, this is not a request for a proposal. Respondents will not be notified of the results. Please note the information within this pre-solicitation synopsis will be updated and/or may change prior to an official synopsis/solicitation, if any.
