Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Biostatistics Branch (BB), plans to procure on a sole source basis the services of Susan S. Devesa, M.D., 8917 Copenhaver Drive; Potomac, MD 20854 to provide recommendations and guidance to the DCEG on descriptive analyses of cancer incident and mortality data. This acquisition will be processed under FAR Part 12 – Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be fore the base year of twelve (12) months with two (2) twelve (12) month option years. The Biostatistics Branch (BB) in the Division of Cancer Epidemiology and Genetics (DCEG) of the National Cancer Institute (NCI) develops statistical methods and data resources to strengthen observational studies, intervention trials, and laboratory investigations of cancer. The BB also provides information on cancer rates for generating etiologic leads and developing appropriate study designs, and it plans and conducts independent and collaborative descriptive and analytic studies of cancer etiology. Members of the BB consult and collaborate with scientists throughout the NCI and NIH, and with investigators and public health officials at other government agencies and academic and research institutions in this country and abroad. The purpose of the procurement is to obtain the services of a high level descriptive epidemiologist to provide recommendations and guidance on analyses of cancer incidence and mortality rate patterns in the United States and internationally. These are critical studies to assess current and emerging cancer patterns that may generate etiologic hypotheses and point to cancers warranting special study. The contractor shall design, conduct, and guide descriptive studies of cancer incidence and mortality. The NCI requires an experienced descriptive epidemiologist with specific knowledge of data bases used by DCEG researchers, specific expertise in descriptive cancer epidemiology, and who has the ability to communicate with and understand the needs of DCEG researchers can fulfill these needs. Dr. Susan S. Devesa is eminently qualified for these tasks. Susan S. Devesa, LLC, is a company that provides support for high quality descriptive studies of cancer. Dr. Devesa retired from the Federal Government in 2006 after serving as the senior descriptive epidemiologist in the BB for more than 20 years. She is an expert in the analysis of temporal trends in cancer incidence and mortality in the United States according to demographic and tumor characteristics and in international descriptive studies. Dr. Devesa’s working relationships with the researchers on these projects, her previous involvement in and understanding of these analyses, and her in-depth knowledge of the databases available and appropriate analytic methods are unique assets that no other contractor could provide. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office on or before 11:00 AM EST on December 11, 2009. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI contracting office to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
