- The Eastern Region Acquisition Division (ERAD) of the National Oceanic and Atmospheric Administration (NOAA) in Norfolk, VA is soliciting quotes, on behalf of the Ecosystem Survey Branch and the Cooperative Research Program of the Northeast Fisheries Science Center (NEFSC) of the National Marine Fisheries Service (NMFS) for Study Fleet vessels to support priority research projects relative to Northeast fisheries. The NEFSC Cooperative Research Program, along with other research branches within the NEFSC, requires Contractor support in one or more areas of scientific investigation. The Cooperative Research Program complements other NMFS programs and contributes to improved fishery stock assessments and the evaluation of management options. Supported Research Projects for this contract will require participation by inshore and offshore trawl vessels operating from New Bedford, MA to Montauk, NY. The Contractor shall assist in field testing versions of the Fisheries Logbook Data Recording System (FLDRS) electronic logbook system, a web based data confirmation system, and Study Fleet reporting and data collection protocols, and collect data to support research emphasizing enhanced stock monitoring, the management transition to Allowable Catch Limits (ACLs) and sectors through the use of electronic reporting technology, and Study Fleets for a variety of fisheries. Some of the specific projects include: 1) Winter flounder age, growth, maturation and fecundity; 2) Temporal and spatial patterns in sex ratios, size, and proportions of dogfish and skates; 3) Size composition, growth and maturity of winter flounder; 4) Temporal and spatial performance information - catch and discard by species - relative to specific gear designs and operating procedures; evaluation of the use of self-reported and observer data at fine scales to improve the precision of fleet and sub-fleet discard estimates; 5) Operating procedures relative to changes that may occur in relation to fishing practices under sectors; and 6) Factors affecting Tilefish longline CPUE estimates. This solicitation seeks quotes from trawl vessel Contractors operating in ports between New Bedford, MA and Montauk, NY. Vessels with significant landings records of flatfish, including winter flounder, yellowtail flounder, and summer flounder, and vessels with previous Study Fleet experience are encouraged to provide a quote. This is a 100% Total Small Business Set-aside. The North American Industry Classification System (NAICS) code for the acquisition is 541712 Research and Development in the Physical, Engineering, and Life Sciences. The small business size standard is 500 employees. Vessels will be selected to assist in field testing versions of the Fisheries Logbook Data Recording System (FLDRS) electronic logbook system, a web-based data confirmation system, and Study Fleet reporting and data collection protocols. NOAA anticipates making multiple contract awards (estimated between 25 and 35 awards) as a result of this solicitation. The solicitation and proposed fixed-price contract will be issued utilizing the test procedures identified in FAR Subpart 13.5, Test Program For Certain Commercial Items and will be evaluated on a best value basis wherein the following factors 1 - 3, listed in descending order of importance, when combined, are significantly more important than price: (1) Vessel's commercial fishing history and the vessel's fishing capability: i.e. vessel's landings allocation letter from NMFS Northeast Regional Office and regulatory compliance and catch reporting history; (2) Captain's work experience and qualifications including research qualifications and past experience in Cooperative Research, if applicable; (3) Vessel characteristics and configuration, electronics, particulars and general arrangement, including any net mensuration equipment. All responsible sources may submit a quote that shall be considered by the agency.
