- SOLE SOURCE SYNOPSIS The Washington Institute for Near East Policy (TWI) (International Conference to Discuss and Evaluate Current Strategic Policies and Military Strategies on Iran) The United States Army Intelligence and Security Command (INSCOM), Fort Belvoir, VA 22060 intends to award a contract on a sole source basis to The Washington Institute for Near East Policy (TWI) to develop, conduct, and provide a report on a one day seminar involving approximately 50 subject matter experts on Iran to discuss and evaluate current strategic policies and military strategies in light of the recent meeting between the P5+1 (United Nations Security Council + Germany) and Iran. The conference will be conducted in round table format, maximizing the amount of audience participation with the subject matter experts. The conference will take place at TWIs office spaces and will run from approximately 0800 1900 on Tuesday, January 12, 2010. TWI will arrange for participation of the subject matter experts, coordinating travel and overnight arrangements, transportation while in DC, all aspects of the conference, programs, microphones, set up, etc& In addition, TWI will develop and publish a conference report following the event. TWI is required to develop and run a conference on Iran for the Army Directed Studies Office and the United States Central Command. TWI personnel have unique expertise and reputation that will draw the attention of world class experts, and result in them attending the seminar. This issue is due to the background and experience of the personnel working at TWI and the outstanding international reputation of the organization. The timing of the seminar is especially critical and is timed to be conducted following the United Nations Security Council talks and coincides with the International Atomic Energy Agencys inspections of Iranian Nuclear Facilities. TWI personnel, and their facility, are available during this critical timing of mid-January 2010. TWI has been determined to be the only source that can provide the required services due to several factors-including: 1) the availability of the key personnel from The Washington Institute that will be required (due to their experience and contacts) to put together this critical conference; 2) the outstanding reputation The Washington Institute has will draw the participation of world class experts needed to hold the discussions required at the conference; and 3) TWI is available during the critical time period of mid-January. This conference shall be for a period of one day. The North American Industry Classification System (NAICS) code for this acquisition is 611310 with the size standard being $7 million. All interested parties are encouraged to provide information on their capabilities to meet this requirement. In order to be considered a potential source, interested parties must submit clear and convincing documentation demonstrating their capabilities to satisfy the requirement specified above and advantages of the Government to consider another source. The documentation shall include prices and descriptive literature containing sufficient technical documentation to establish a bona-fide capability to meet this requirement. Only written responses will be considered. All written responses from responsible sources will be fully considered. As a result of analyzing responses to this synopsis, the contracting officer may determine that a solicitation will be issued. If a solicitation is issued, no additional synopsis will be published. Any such solicitation will be issued to the intended schedule vendor and all firms that respond to this synopsis. If no affirmative written response, indicating that a comparable source is available, is received within 3 calendar days of publication of this notice, the government shall proceed with a sole source award to TWI.
