Description
This is a Market Research for information on Sharing Segment Development to standardize and centralize methods of information sharing on the demographic and eligibility data between the Administrations or Lines of Business within the Department of Veteran Affairs, and between other agencies such as Department of Defense. The objective is to enable the concept of One Vet Record in which key administrative information needs to be centralizing in order to have unified provision for Registration and Eligibility determination while also increasing collaboration with DOD, Federal agencies, and private sector. Department of Veteran Affairs needs to develop the information Sharing Segment Architecture to seamlessly share veteran data to support the delivery of veteran benefits, as well as improve data access. The scope of this project is to create an Information Sharing Segment Architecture with focus on registration Eligibility (RE), Interagency (IA), and Identify Management (IdM) using Federal Segment Architecture Methodology (FSAM). Tasks to be performed may include: a)Review of existing business domain documentation to ensure that all components of existing and/or desired business processes are identified before workshop meeting with participants; that business value ids defined in terms of lifecycle for each component b)Support for defining RE, IA and IdM Information Sharing Segment to include activities to identify the overall governance framework for the segment architecture development, educate the business owner(s) on the process and time commitment for developing the segment architecture, select the executive sponsor, formulate a specific purpose for the segment architecture being developed, and form the core team to guide the segment architecture development. c)Management reporting tools, assisting in determining business information requirements, identification of information flows/exchanges, and business and information architecture presentation. d)Conceptual depiction of the target systems and services architecture that is consistent with existing agency enterprise architecture. Business and information exchange including the supporting technical and service components used to automate and improve business functions within a segment. e)Support for a business/data architecture database for managing artifacts and extracting the full lifecycle value from acquired business process information. This market research is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any contract that might be awarded based on information received or derived from this market research will be the outcome of the competitive process.
