Description
Metadata Fields Concordance Database Fields EDD Request Tracking Database Statement of Work for the U.S. Securities Exchange Commission's (SEC's) Nuix Pilot This is a combined synopsis/solicitation for Brand Name commercial items, Nuix Pilot, prepared in accordance with the format in subpart 12.6 of the FAR and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. Request for Proposal (RFP) number SECHQ1-10-R-0002 is assigned to this requirement and is issued as a RFP. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-37. This is an “unrestricted” acquisition. The North American Industry Classification System (NAICS) code is 443120 and the business size standard is $9.0M. The Securities and Exchange Commission (SEC) intends to award a Labor Hour (LH)/Firm Fixed Price (FFP) contract for the following items (CLINs 0001, 1001, 2001, 3001 & 4001 are LH; CLINs 0002, 0003, 1002, 1003, 2002, 2003, 3002, 3003, 4002 & 4003 are FFP): Base Year – Item No. 0001: The contractor shall perform the work and services in accordance with (IAW) Tasks 1, 3, 4 and 5 of Attachment No. 1; Item No. 0002: The contractor shall provide Nuix Software Licenses IAW Attachment No. 1; Item No. 0003: The contractor shall provide Nuix Server Hardware IAW Attachment No. 1; Option Year 1 – Item No. 1001: The contractor shall perform the work and services IAW Tasks 1, 3, 4 and 5 of Attachment No. 1; Item No. 1002: The contractor shall provide Nuix Software License renewal and perform maintenance IAW Attachment No. 1; Item No. 1003: The contractor shall perform Nuix Server Hardware maintenance IAW Attachment No. 1. The requirements for Option Years 2 through 4 are an exact repeat of Option Year 1. CLINs for Option Years 2 through 4 are assigned as follows: Option Year 2 – 2001 through 2003; Option Year 3 – 3001 through 3003; and Option Year 4 – 4001 through 4003. The period of performance for the Base Year will be from date of award of contract through one (1) year. The period of performance for the Option Years will be from date of exercise of option through one (1) year. NOTE: Other than the information contained herein, no additional information pertaining to these items is available from this agency. Place of delivery/performance is: SEC Headquarters (Station Place), 100 F Street NE, Washington, DC 20549. Delivery must be FOB Destination. A contract will be issued for these items to a certified Nuix authorized reseller only. Since the system is proprietary and protected by copyright laws, it is the Government’s opinion that only Nuix resellers can provide the necessary hardware/software/services. All responsible sources may submit a proposal, which if timely received, shall be considered by this agency. Concerns that respond to this notice must fully demonstrate their ability to provide the required items by submitting verification that they are a Nuix authorized reseller. The government does not intend to pay for any information solicited. The following FAR clauses apply to this solicitation. Offerors may obtain full text versions of these clauses electronically at http://farsite.hill.af.mil/. FAR 52.212-1, Instructions to Offerors-Commercial Items (Jun 2008) - Parties responding to this solicitation who believe they can provide Items 0001 through 0003 may submit their offer in accordance with their standard commercial practices (e.g., on company letterhead, formal quote form, etc.) but must include the following information: 1) company’s complete mailing and remittance addresses; 2) discounts for prompt payment if applicable; 3) cage code; 4) Dun & Bradstreet number; and 5) Taxpayer ID number. 52.212-2, Evaluation-Commercial Items (Jan 1999) – “…The following factors shall be used to evaluate offers: Factor 1: Technical Approach – The offeror shall describe, in detail, how it will meet the requirements of the Statement of Work. Management approach should be covered in detail to include what knowledge, resources, and experience the offeror has in-house that will be applied to the tasking, and established quality assurance processes to ensure quality deliverables. Factor 2: Past Performance - The offeror shall provide any past performance experience that is directly related to the requirements of this project. It is desired that a minimum of two (2) directly related projects for the Federal government be cited. If no direct or similar experience is provided, this factor will receive a neutral rating. Past performance information will be used to assess the risk of the offeror to successfully perform the requirements of this solicitation. Provide the following information, if applicable, for each directly related experience: 1) description of the project and the tasks/subtasks involved; 2) when and where this work was performed; 3) customer point of contact (POC) information to verify success of the project; and lessons learned that will be applied to this task. Factor 3: Personnel – The offeror shall provide the resumes of the proposed personnel. Resumes must be limited to three (3) pages each. Emphasis should be placed on experience related to the tasking specified in Attachment No. 1. The government will evaluate offers in terms of quality, depth and relevance of information presented in response to Attachment No. 1. In rating the technical offers, the three (3) factors (Technical Approach, Past Performance, and Personnel) are listed in descending order of importance (i.e., Factor 1 is more importance that Factor 2, Factor 2 is more important than Factor 3). Combined technical evaluation factors are more important than price. Technical proposals must address the requirements of this solicitation and the evaluation factors presented in a straightforward, complete and concise manner. The offeror shall demonstrate its ability to comply with each requirement and explain how such compliance is achieved. Statements such as “the offeror understands,” or “the offeror will comply,” and statements that paraphrase the Statement of Work or other contract requirement are inadequate. The technical proposal must not refer to cost/price. However, information concerning resources such as labor hours and category, materials and subcontracts must be included so that the government can evaluate the offeror’s understanding of the scope of the required work. The technical proposal must be divided into sections per the evaluation factors. The evaluation and award procedures in FAR 13.106 apply. FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (Aug 2009) are to be submitted with your offer. If Offeror Representation and Certifications reside on ORCA, the offeror may submit certification in accordance with 52.212-3(b) in lieu of complete Representation and Certifications. 52.252-1, Solicitation Provisions Incorporated by Reference (Feb 1998) - This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer. In lieu of submitting the full text of those provisions, the offeror may identify the provision by paragraph identifier and provide the appropriate information with its quotation or offer.
