- This is a combined synopsis-solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.The Solicitation number is VA-261-10-RQ-0055 with a due date of November 30, 2009 by 4pm. The solicitation is a Request for Quote (RFQ) for generator and transfer switch at VA Medical Central in Reno, Nevada. This solicitation is a Set-Aside for Small Businesses only. The NAICS code is 811310, size standard of $7.0 million. Product Service code of J099 applies. All questions must be submitted through email to maria.teodoro@va.gov. Any amendment issued against this RFQ will be available from www.fedbizopps.gov. Contractor is responsible for submitting all documents required in accordance with the RFQ, including any amendments which will be posted on this website. This action is also subject to availability of funding. Quotations shall be valid for 60 days from offer due date. Price/Delivery Schedule DESCRIPTION OF QTY U/P Total SUPPLIES/SERVICES CONTRACTOR TO PROVIDE ALL NECESSARY SUPERVISION, LABOR, TOOLS, TRAVEL, EQUIPMENT AND MATERIALS TO ACCOMPLISH EMERGENCY GENERATOR AND TRANSFER SWITCH MAINTENANCE ON SEVEN (7) GENERATORS AT THE VA MEDICAL CENTER IN RENO, NV. SERVICE TO INCLUDE ANNUAL AND QUARTERLY INSPECTIONS, A 4 HOUR LOAD TEST AND RENTAL UNIT AS REQUIRED. 1 JB STATEMENT OF WORK Contractor to provide all necessary supervision,labor, tools, travel, equipment, and materials to accomplish emergency generator and transfer switch maintenance on seven(7) generators at the VA Medical Center in Reno, Nevada. Service to include Annual and Quarterly Inspections, a 4 hour load test and rental unit as required. GENERATOR ANNUAL P.M. SERVICE (to include): Before Starting Engine: "Check engine oil level and coolant level. "Check block heater to maintain coolant temp. (Approximately 90 Deg. F in the block) "Check fuel level in storage tank advise when main fuel tank is below full. "Check fuel day tank pump manually for proper operation if applicable. "Check battery water level and top as necessary. "Check battery voltage. (13 - 14 VDC or 26 - 27 VDC) "Check battery terminals for corrosion and connections for tightness (clean if necessary) "Check visually engine/generator electrical wiring harnesses and terminal connections "Check engine/generator control panel gauges and alarm lights. "Check equipment mounting (vibration isolators) and accessory mounts. "Check radiator for plugging, level switch if applicable, and leaks. "Check engine governor controls (linkage) if applicable. "Check air induction system including turbocharger Engine Running: "Check oil pressure, fuel pressure, belt driven accessory drives. "Check oil level and add oil as required. "Check generator frequency (including stability), voltage, temperatures and pressures "Check for leaks or unusual noises. "Check engine exhaust system "Check engine cooling fan After Stopping Engine: "Check/verify all switches are in proper positions for automatic start. "Check fuel level in tank. "Record battery charger volts, check for proper operation. "Remove, clean and reinstall all battery connections if necessary. "Inspect generator for cleanliness. "Drain crankcase oil and replace with new oil. Take oil samples for analysis. "Remove and replace oil and fuel filters. "Inspect air filter(s) "When load test portion of maintenance proposal is accepted the following applies. oStart engine and operate using resistive load bank for a period of two hours. oCheck generator output-voltage, frequency, amperage, temperatures and pressures every 15 minutes (record onto chart) Reporting: "Provide service report for each visit and advise customer of potential problems which will require further attention. Emergency Servicing: "Provide emergency phone numbers of all technicians "Provide 24-hour emergency repair coverage. INSPECTION SERVICE-Monthly, Quarterly or Semi-Annual (to include): General Inspection "Visually check complete engine/generator set "Check equipment mounting (vibration isolators) and accessory mounts. Engine Controls and Control Panel "Check engine/generator control panel gages and alarm lights. "Check instruments for normal operation "Verify controls are set in automatic mode if applicable. Engine Lubrication System "Check oil level and add oil as required.
