- SPAWAR Systems Center Pacific (SPAWARSYSCEN Pacific) intends to negotiate asole-source, indefinite-delivery/indefinite-quantity contract with NationalResearch Council (NRC) through the National Academies of Science (NAS) at500 Fifth Street, NW, Washington, DC 20001 for a follow-on contract to N66001-04-C-0070 which expires 31 December 2009. This contract will provide PostDoctoral Research Associates to further the Biosciences Division researchcapabilities in Navy Marine Mammal Program (NMMP) in the areas of advancedmarine mammal veterinary care, molecular methods to veterinary care,biomedical research, defense applied biological research projects,environmental compliance, marine animal bioacoustics and physiology. Authority for other than full and open competition is 10 U.S.C. 2304 (c)(1) andFAR 6.302-1, Only one responsible source and no other supplies or services willsatisfy agency requirements. The National Research Council/National Academy of Science was founded in1916 by Congress to advise the federal government in scientific and technicalissues. Specifically, the mission of the NRC according to the charter isto 'improve government decision making and public policy, increase publiceducation and understanding, and promote the acquisition and disseminationof knowledge in matters involving science, engineering, technology, andhealth.' The purpose of the NRC Research Associateship Programs (RAP) is anextension of this mission by '[promoting] excellence in scientific andtechnological research conducted by the U. S. government through theadministration of programs offering graduate, postdoctoral, and senior levelresearch opportunities at sponsoring federal laboratories and affiliatedinstitutions.' The NRC/NAS Research Associateship Program (RAP) has becomethe single largest research associateship program in the United States drawingcandidates from hundreds of academic institutions across the U.S. andinternationally. These post doctoral researchers are then "matched" to over 100federal laboratories across the United States at a minimal expense to theGovernment (i.e. travel expenses, administrative fees, and a nominal stipend). This notice of intent is not a request for competitive proposals. Interestedparties may identify their interest and capability to respond to therequirementor submit proposals. Information received will normally be considered solelyforthe purpose of determining whether to conduct a competitive procurement. Adetermination by the Government to compete the proposed contract basedupon responses to this notice is solely within the discretion of theGovernment. The applicable North American Industry Classification System (NAICS) Code is541712, and the size standard is 500 employees. The anticipated period ofperformance will be approximately five years. The maximum estimated valueof the effort is $2,000,000. Questions concerning this sole source contractaction may be directed to Spencer M.
