- The purpose of this Request for Information (RFI) is to conduct market research which will be used to formulate an acquisition strategy to provide support services for the MARFORCYBER command. The Regional Contracting Office, National Capital Region(RCO-NCR) is requesting responses from all qualified businesses. The qualifying code for this effort is NAICS 541611. MARFORCYBER is establishing a new command at Ft Meade, MD. MARFORCYBER in support of U.S. Cyberspace Command, a new Sub-Unified Command, plans, coordinates, integrates, synchronizes and directs defensive cyberspace operations and when directed, executes offensive cyberspace operations, in order to enable freedom of action across all warfighting domains, and deny the same to our adversaries All services shall be performed at Ft Meade, VA. Firms possessing suitable capabilities to support USMC mission objectives should submit responses addressing the following objectives in terms of customer experience, services provided, and relevant expertise and capabilities in standing up a Command to include: (1) Organizational Structure and Manpower Requirements; (2) Development of Standing Operating Procedures (SOPs) covering the day-to-day functions to include personnel management, administration, planning/operation planning team, operations/combat operations center, dissemination and logistics (3) Develop a Comprehensive Capabilities Based Assessment on United States Marine Corps (USMC) cyberspace operations requirements; (4) Develop a Mission Essential Task List; (5) Support development of initial Program Objective Memorandum submission; (6) Develop a Knowledge Management Plan; and (7) Develop a Marine Corps Cyberspace Roadmap. Responses to this RFI shall not exceed ten (10) pages, including cover letter and contact information. Subject response must contain: (1) Capability statement sufficient to demonstrate performance acumen directly related to the objectives of MARFORCYBER; (2) Notations of time to complete previous, similar efforts and a description of any quality processes applied; (3) Link to the respondent's GSA MOBIS Schedule, or attached file of same; (4) Citation of any current, or past customers (i.e., within the past 2 years) to include contract number, point of contact telephone number or e-mail address; and (5) other material relevant to establishing core competencies of the firm. Response is due by 10 December 2009. Please submit e-mail responses to Wanda S. Wichmann at e-mail address wanda.wichmann@usmc.mil. NOTE: Issuance of this notice does not constitute any obligation on the part of the Government to procure these services or to issue a solicitation. No solicitation documents exists at this time; however, in the event the acquisition strategy demonstrates that GSA is a viable option for procuring a solution, only those firms responding to this RFI and considered most capable shall be issued the resulting RFQ. The Government will not pay for information submitted in response to this RFI and responses to this notice cannot be accepted as offers. Any information the Contractor considers proprietary should be clearly marked as such.
