- REQUEST FOR PROPOSAL STATE AND METROPOLITAN TRANSPORTATION PROGRAMMING TPE13-30 Agency: The National Transit Institute Date for receipt of proposals : January 25, 2010 The National Transit Institute (NTI) is seeking proposals from qualified professionals to facilitate its existing State and Metropolitan Transportation Programming course. In addition, NTI may periodically request proposers to edit/update the existing course materials. NTI’s State and Metropolitan Transportation Programming two-and-one-half-day course i s designed to provide instruction on the basic concepts, components, and participants in the transportation programming process. Current and best practices are incorporated into the course presentation. The program covers the metropolitan and statewide programming processes. Typical legal, political, and traditional process constraints are included, as are aspects of local programming. The development of programs is the means by which scarce funding is allocated to competing transportation needs. This allocation process involves negotiation, compromise, and tradeoff among projects. With ISTEA’s and TEA-21’s funding flexibility and the extent of attributable STP funds, this process has become increasingly dynamic. Not only do states and metropolitan areas have transportation programming processes, but local governments have them as well. Additionally, operating, planning, and budgeting agencies within units of government play leading roles in programming. Employees of these agencies must work in conjunction with one another to fulfill the peculiar needs of their agencies or units of government. Requests will be honored if received no later than Monday, December 21, 2009.
