- NASA/Goddard Space Flight Center (GSFC) intends to issue a Request for Proposal(RFP) for the fabrication of detector module subassemblies (DMS) each consisting of aninfrared sensor chip assembly (SCA), thermal isolation cable and sensor cold electronics(SCE) to meet the requirements of the Joint Dark Energy Mission (JDEM). The JDEM is ajointly funded and developed mission by NASA and the Department of Energy (DOE) and is aspace-based, medium aperture, wide field, optical telescope with near-infrared (NIR)imaging and spectroscopic instrumentation. JDEM will survey the sky to accuratelymeasure the magnitude and redshift of a large sample of Type Ia supernovae (SNe Ia),spectroscopic redshifts of a large sample of galaxies for Baryon Acoustic Oscillation(BAO) studies, and accurate shape parameters and photometric redshift measurements of alarge sample of galaxies for Weak Lensing (WL) studies.NASA contemplates building an Engineering Development Unit (EDU) focal plane and needsDMSs to populate it. The objectives of the EDU focal plane are to assess our ability toassemble and align multiple, close-packed SCAs into a mosaic array, remove and replaceSCAs without disturbing neighboring SCAs, assess performance of the SCAs over theoperating temperature range, and assess the ability of the EDU to withstand the dynamiclaunch environment. NASA seeks a complement of DMSs in accordance with our preliminaryspecification.The specification requirements were developed as part of our assessmentof scientific and mission requirements for JDEM. The Government does not intend to acquire a commercial item using FAR Part 12.The NAICS Code and Size Standard are 334413 and 500, respectively.All responsible sources may submit an offer which shall be considered by the agency.The anticipated release date of the RFP is on or about December 9, 2009 with ananticipated offer due date of on or about January 8, 2010.An ombudsman has been appointed -- See NASA Specific Note "B".The solicitation and any documents related to this procurement will be available over theInternet. These documents will reside on a World Wide Web (WWW) server, which may beaccessed using a WWW browser application.
