- Draft copy of the Performance Work Statement SOURCES SOUGHT NOTICE This is NOT a solicitation announcement. This is a Sources Sought Notice only. The purpose of this sources sought notice is to gain knowledge of potential qualified sources and their size classifications (Small Business, SBA 8(a), HUBZONE, Service Disabled Veteran Owned, Women-Owned Small Business, Small Disadvantaged Business (SDB) and Large Business). The FSC is R216, NAICS is 541330, SIC is 8711 and size standard is $4.5 million (Engineering Services). Responses to this sources sought notice shall not constitute response to a solicitation, which is not currently available. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. The decision to solicit for a contract shall be solely the Government’s discretion. This sources sought notice is not to be constructed as a commitment by the Government, nor will the Government pay for the information submitted in response. Respondents will not be notified of the results of any government assessments. The information received will be utilized to assist in formulating the strategy for competitive procurements. The Department of Navy, Military Sealift Fleet Support Command (MSFSC) is seeking viable firms specializing in marine engineering design to develop a work package including ship alteration drawings to increase the pumping rate in which cargo F-44 can be transferred in a completely segregated Liquid Cargo Fuel System (LCFS) consisting of 70% F-76 and 30% F-44 as currently configured onboard T-AKE Class Ships. The Performance Work Statement (PWS) is attached in draft format for specifics. To maximize the potential opportunity for small business participation in the acquisition, the Government is seeking input from the small business community regarding their interest and capability in performing some or all of the tasks reflected in the draft PWS. The Government requests demonstration of capability by all interested parties through the following means: 1.Submittal of brief a capability statement; 2.Statement of contractors experience with MSFSC ships; 3.Listing of relevant company capabilities, including computer hardware and software and their function in supporting engineering services; 4.Listing of key personnel, including location and qualifications available to support a contract of this nature; 5.Location of local facilities if applicable; 6.Schedule of company’s standard published man-hour rates (commercial or Government) for Engineers, Program Managers, Administrative Assistants, Designers, etc.
