- The Bureau of Public Debt, on behalf of the U.S. Access Board intends to negotiate on a sole source basis, under authority of FAR 13.106-1(b)(1), with Netco, Inc. for phone system maintenance, services and parts of its Siemens HiCom 150 digital PBX for a base period of six months with two three month option periods. The phone system call center function is mission critical to provide technical assistance to customers on the Americans with Disabilities Act and Section 508. A working knowledge of the Section 508 requirements for telecommunications systems is a mandatory requirement since the Access Board writes the Section 508 requirements for Electronic and Information Technology for the entire Federal government. Netco designed, installed and has maintained the Siemens phone system for the last seven years as part of the L3 EITS seat contract. They have worked with Access Board to configure and set up the Agency's voice mail system and its automated call distribution group which is one of the mission critical operations for Access Board. The mission critical function is to provide technical assistance using a call center phone function to customers on the Americas with Disabilities Act and Section 508. Netco understands and has implemented Section 508 requirements to the current phone system. A working knowledge of Section 508 requirements for telecommunications systems is a mandatory requirement. Life expectancy of the Siemens phone system is over as it is approximately seven years old making technical support and availability of hardware difficult to find. The phone system is no longer supported by Siemens, the original manufacturer, however, Netco has over seven years of technical experience servicing this Siemens HiCom 150 PBX and continues to support this phone system by providing service and replacement parts. A functioning phone system is imperative for a Federal agency. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by December 8, 2009 by 2:00pm ET. Responses shall be submitted to PSB3@bpd.treas.gov, Attention GHuffman-JC. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
