Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number W911YN-10-T-0004 is issued as a request for quote (RFQ), and incorporates provisions and clauses which are in effect through Federal Acquisition Circular 2005-36. This acquisition is utilizing procedures in FAR Subpart 13 and is 100% Small Business Set-Aside and only qualified offers may submit bids. Principal North American Industry Classification System code is 441120, with a small business size standard of 500 employees. The Government intends to place a single order without discussions. Therefore, offers should submit their best offer up front. Do not assume you will be able to revise your offer. The Florida National Guard (FLARNG) requires approximately twenty five (25) vehicles; quantity of vehicles may increase or decrease according to price quoted. Vehicles will be used for training and are to be NON-FUNCTIONING, small, import cars and/or trucks, such as Nissan, Toyota, Mazda, Honda, etc. to meet or exceed the following: Vehicles can be any mix between cars and/or trucks with a mixture of two (2) and four (4) doors. All fluids must be removed from all vehicles to include the transmission, engine, radiators, and power steering pump. All fuel tanks must be removed from all vehicles. Vehicles must consist of, at minimum, frame, doors, hood, roof, trunk, side panels, windshields (optional), engines (optional) and tires. The tires do not need to match, but must be in working order thus allowing the vehicle to roll. Neutral colors only: White, Black, Grey, Light blue or Red. No Orange and No Yellow. Compressed vehicles and vehicles with excessive damage are not acceptable. FLARNG will inspection all vehicles upon delivery and vehicles failing to meet all requirements will be rejected and returned to vendor at vendors expense. Delivery of all vehicles is to be Not Later Than 28 February 2010. Delivery location is Florida National Guard, Camp Blanding Joint Training Center (CBJTC), 5629 State Road 16 West, Building #4574, Starke, FL 32091. Evaluation Factors: 1. Lowest Price Technically Acceptable Offer submittal requirements: In order to be considered for an order, submit to the Contract Office the following: 1. Provide List of vehicles, to include Make, model and description of vehicle you are proposing to sell to the Government; 2. Provide Photos of proposed vehicles (emailed photos acceptable); 3. Pricing to include delivery; 4. Provide Delivery schedule, if all vehicles can not be delivered at the same time; 5. Offerors must complete annual representations and certifications in accordance with FAR 52.212-3 Offerors Representations and Certifications-Commercial Items. Submit required information in accordance with Representations and Certification, 52.212-3 & 252.212-7000.
