- Statement of Work CDRLs A001 - A005 THIS IS A COMBINED SYNOPSIS/SOLICITATION for a commercial item in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written soliciation will not be issued. The Naval Air Warfare System, Aircraft Division, Lakehurst, NJ (NAWCAD LKE) intends to procure one (1) each (EA) 1000 Horse Power (HP) Drive Stand to include manuals, delivery, installation and warranty. Additional technical and reporting requirements are contained in Attachment 1 – Statement of Work and Attachments 2 through 5, Contract Data Requirements Lists (CDRLs). Items shall be preserved, packaged, packed and marked in accordance with best commercial practices. Delivery shall be by September 30, 2010. Shipping is FOB Destination and the shipping address is: Commander NAWCAD-AD, AIR 4462 48298 Shaw Road, Bldg 1461 Patuxent River, MD 20670 The resulting contract will be firm-fixed-price (FFP). To be deemed technically acceptable, offerors must meet all specifications listed within this synopsis as well as the attached Statement of Work and associated CDRLs. The information submitted should clearly indicate the offeror’s understanding of the proposal requirements through the submission of a satisfactorily completed proposal. Statements of the nature that the offeror understands, can or will comply and meet the solicitation requirements, or which merely paraphrase the specification or parts thereof are considered inadequate. Phrases such as “Standard procedures will be employed” or “Well known techniques will be used” are also inadequate and unsatisfactory. The proposal shall include information/documentation in sufficient detail to clearly identify the offeror’s overall qualifications to accomplish the scope of the work of the contract. Past perfomance will also be considered in the evaluation. The past performance evaluation may include assessment of data in existing Government data bases, data for cognizant procuring and contract administration offices, data for on-site surveys and by contacting other customers of the offeror to obtain feedback regarding the timeliness and quality of past performance. A proposal which does not address all of the proposal requirements described in the following sections will be considered non-responsive to that requirement and may be a basis for eliminating the proposal from further consideration.
