- The U.S. Geological Survey, Water Resources Division, Minnesota District, Contributions of EACs from WWTP and upstream sources research project, has a requirement for laboratory analyses. The analyses include measurement of standardized (calibrated) estrogenicity activity levels in water and sediment samples. These assays are required for analyzing water as part of our integrated environmental chemistry/biology research project. In particular, these assays are critical to establish the potential biological responses in fish. These laboratory assays are critical biological endpoints for determination of the relation of chemical exposure and biological response. The total estrogenicity of the environmental samples will be measured using an estrogen receptor transcriptional assay (T47D-KBluc gene expression assay). This assay can quantify hormonal activity of the environmental samples based on their ability to bind to the steroid receptor and to induce and attenuate downstream responses. Based on information available at this time, the government considers the item specified as a sole source from The University of St. Thomas, Department of Biology, 2115 Summit Avenue, Mail OWS 390, St. Paul, MN 55105-1080 and proposes to negotiate with that firm only. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required services and provide considerable cost savings are invited to submit in writing an affirmative response to this announcement, and such other materials which correspond to the required item stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, requests for such documents without accompanying information will be considered a non-response to this request without further consideration. Affirmative response shall be received by this office by close of business December 3, 2009 by 3:00 P.M. Mountain Standard Time. This notice represents the Government's only official notice of this procurement.
