Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THERE IS NO SOLICITATION PACKAGE AVAILABLE. The Naval Air Warfare Center Lakehurst is requesting information pertaining to the replacement of the existing A/F27T-10 Hydraulic Component Test Stand. The USN and USMC currently use A/F27T-10 Hydraulic Component Test Stand (T-10 HCTS) at all land based as well as ship board and Marine Corps mobile maintenance facilities (MF) based Aircraft Intermediate Maintenance Departments. The HCTS provides hydraulic electrical and pneumatic power, instrumentation and controls necessary for diagnostic testing and functional acceptance of aircraft hydraulic and pneumatic components. The new ‘family’ of equipment will replace all A/F27T-10 HCTSs procured in the mid 1990s. To employ lessons learned from that acquisition, the new unit will vary based on operational environment and types of aircraft supported but will be as similar as possible in design, internal components and operation to minimize the life-cycle logistics. The Navy envisions a test stand that will be modular in design with each activity getting a general purpose hydraulic component test console and a control console. Selected activities will also be outfitted with UUT specific consoles (such as one for pump and motor testing) depending on aircraft and location. These consoles will provide the unit-under-test (UUT) with all necessary input test parameters to perform the functional tests through the use of hydraulic and electrical adapters. In addition the contractor will be providing a heat exchanger that will be used to cool the hydraulic fluid when facility services are not available, e.g. USMC MF. Nominal requirements for the replacement test stand are: Fluid Temperature: Adjustable between 90deg F and 160 deg F; Dynamic Test Circuit Capability: 30 gpm at 6,000 psig, 40 gpm at 5,000 psig, 60 gpm at 3,000 psig (all max); Low Pressure Test Circuit: 0-250 psi; Hydraulic Static Pressure Circuit: Maximum hydrostatic pressure of 10,000 psig; Pneumatic Static Pressure Circuit: Max pneumatic static pressure of 6,000 psig; Pump and Motor Capability: Able to interface/run a pump and/or motor in an additional chamber driving hydraulic pumps from 0 to 10,000 RPM, 300 horsepower, measure and display output torque of hydraulic motors in the range of 0 to 2500 in-lbs. The purpose of the request for information is to identify potential contractors and to gain insight into current commercial product and/or component test stands built for other DOD activities. Along with the interest and product information, it is requested that following topics be addressed: 1. Automation advantages/disadvantages 2. ILS integration into design process 3. Operational environment of current products 4. Design process including use of modeling, drawing practices etc 5. Approach to/experience with modular design 6. Information that quantifies the reliability and maintainability parameters for current products including built in test, time to conduct scheduled maintenance 7. Estimated price information for projected unit costs.
