Description
The initial synopsis was issued under https://www.fbo.gov/index?s=opportunity&mode=form&id=e0dcd6ac1c9d4fbd15e462098d6e820d&tab=core&_cview=0. This solicitation has been converted from a Request For Proposal to an Invitation For Bid. This synopsis has been issued under FULL AND OPEN competition; open to all businesses regardless of size. The North American Industry Classification System (NAICS) code for this requirement is 237990. The Product Service Code is Y299. The U. S. Army Corps of Engineers, Hurricane Protection Office (HPO) is seeking firms for the requirement entitled Hurricane Protection Project - LPV 144, Lake Pontchartrain and Vicinity, Bayou Dupre Sector Gate, St. Bernard Parish, Louisiana. The estimated magnitude of the construction project cost is $25,000,000.00 to $100,000,000.00. The work includes constructing the Bayou Dupre sector gate structure located on the flood side of the existing structure. The pile-founded new sector gate structure will be tied into flood control levees by pile founded T-walls with a sheet pile cutoff wall and scour protection provided at the transition zones. This T-wall transition will tie to the proposed LPV 145 and 146 T-walls constructed by others. The project will include a generator building, control house, control panel, primary and back-up generators for operation, timber guidewalls and dolphins. During construction a flow bypass system will be required while the channel is blocked by the temporary retaining structure (cofferdam). Waterborne access to the site is required for construction. This will be an Invitation for Bid (IFB) solicitation that will result in one (1) firm-fixed price construction contract to the responsible contractor (subject to FAR Subpart 9.1) who submits a responsive bid that meets the requirements of the solicitation. The bid instructions, closing date, and time for submission of bids will be contained in the solicitation notice and package. The solicitation is anticipated to be issued on or about December 2, 2009 on FedBizOpps at www.fbo.gov. The Government will not provide written paper copies of the solicitation. Telephone, written, facsimile, or e-mail requests, for the solicitation package will not be honored. Potential offerors must register on FedBizOpps at www.fbo.gov/ in order to receive notification(s) and/or change(s) to the solicitation. The Interested Vendors List (IVL) may be accessed and printed from the FedBizOpps web site. Prospective contractors who would like their company name included on the IVL list may do so on the Fedbizopps website under IVL. Potential contractors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading a copy of the solicitation package.
