- FSA clauses Statement of Work synopsis/solicitation Through this solicitation, the Department of Education's Office of Federal Student Aid (FSA) seeks to organize and assemble high school students and parents, guidance counselors, and college admissions experts through a virtual online college forum. This forum will allow students to interact with admission representatives from a wide range of postsecondary institutions around the country to discuss course offerings, admission and financial aid requirements, college life in general and other information pertinent to the college selection process. Deliverables • Two Department of Education virtual booth • FSA live online video broadcasts • Post show Department of Education presentation video file and one year of streaming • Featured and dedicated virtual exhibit hall floor for Department of Education booths • Featured lobby branding and messaging highlighting Department of Education to all attendees • Dedicated virtual event production support • Full report of all Department of Education presentation viewers, booth visitors and related registration data This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, ED-FSA-10-Q-0002, is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-28. The Government intends to award a Firm-Fixed Price contract. The Contract will be for a period running from Date of Award through December 31, 2010, with a one year option. The provisions at 52.212-1, Instructions to Offerors - Commercial apply to this acquisition. The provision at 52.212-2, Evaluation - Commercial Items, will be used. Evaluation factors include: Past Performance and Price, with non-price factors being significantly less important than price. A review of an offeror's ability to provide a virtual booth space at comparable events in the past will be reviewed utilizing any method deemed appropriate by the Government, primarily by speaking with individuals who have attended such conferences in the past. The Government may contact an offeror to obtain references after receipt of proposals. A completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, as well as the provision, 301-17 (a) Conflict of Interest Certification, must be included with all responses. All applicable clauses are included in the attached solicitation documents. This announcement includes attached Statement of Work and list of Federal Student Aid clauses. Award shall be made to the offeror whose offer represents the best value to the Government. Proposals, which shall not exceed 15 pages in length, must be received by 1:00 PM Eastern Standard Time on December 14, 2009.
