Description
THERE ARE NO FUNDS AGAINST THIS BAA SOLICITATION. The Electronic System Center(ESC)Intelleligence,Surveillance,and Reconnaissance(ISR)Group, 630 Electronic Systems Squadron Combat Identification Squadron(630 ELSS/CI) is responsible for the transition of promising cooperative and non-cooperative combat identification (CID) technologies from the laboratory to operational platforms. To facilitate the execution of this responsibility, the 630 ELSS/CI Open Broad Agency Announcement(BAA)is developed to quickly identify, develop, evaluate, demonstrate, and transition promising CID technology to operational platforms. This BAA is conducted using full and open competition. The applicable North American Industry Classification System (NAICS) code for this BAA is presumed to be 541712 with a size standard of 500 employees. Although no portion of this BAA has been set aside for small business, small disadvantaged businesses, historically underutilized business zone businesses, h! istorically black colleges and universities, and/or minority institutions, participation from all these organizations is highly encouraged. In an effort to minimize proposal preparation cost, this BAA utilizes a two-step process.The first step will be the submission of a white paper. If after review of the white paper, the technical POC feels the concept warrants further consideration, a proposal will be requested (step two). Such an invitation does not assure that the submitting organization will be awarded a contract. Instructions for the submission of white papers and proposals are contained in the BAA. The submission of a white paper is required prior to the submission of a proposal. Failure to follow this two-step process may preclude the chance of award. Proposals submitted in response to the BAA will be evaluated in accordance with the evaluation criteria set forth in the BAA. Technical evaluation will employ a peer or scientific review process. A proposal's te! chnical evaluation, past performance, and funding are primary basis for contract award. Cost reasonableness shall also be considered to the extent appropriate. White papers will be accepted continuously through 30 November 2010. This BAA will remain open continuously through 31 December 2010. The BAA technical areas of interest are: Identify promising Combat Identification (CID) technology candidates, Develop models or prototypes of the CID technology, Conduct demonstrations in operationally relevant environments, and Accelerate transition of the technology to operational platforms.
