- Description
- RECOVERY ACT: Provide all supervision, labor, materials, tools, equipment, etc. and completely prepare site for building operations, including demolition and perform work, in accordance with drawings and specifications, for Renovate Mental Health Building (Windsor Manor), Project No. 589-07-204 for the Kansas City Veterans Affairs Medical Center, Kansas City, MO. The building is located at 409 East Armour Blvd, Kansas City, MO. This work includes architectural corrections to repair/tuckpoint and water seal all exterior walls; provide additional room and informational signage; patching/painting and texturing existing walls and ceilings; removal/replacement of ceiling grid; removal/replacement of floor covering to include underlayment. Also included is electrical work to perform risk analysis per NFPA 780; replace aluminum feeder wiring; replacement of electrical meters. Structural work includes repair/replacement of existing stairway, repair/patch concrete columns; replacement of concrete floor. Work may include removal of lead paint or mold materials.Pursuant to 38 U.S.C. 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006, this construction project is a competitive total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) only. The magnitude of the project price range is between $500,000.00 and $1,000,000.00. The North American Industry Classification Code (NAICS) for this procurement is 236220 with a small business size standard $33.5 million. The estimated completion period for this work is 120 calendar days, after receipt of notice to proceed, for Bid Item 0001. There are a total of 6 bid items and the performance period for each bid item is 5 days less than the previous bid item, with Bid Item 6 having an estimated completion period of 95 calendar days after receipt of notice to proceed. This completion period includes final inspection and clean-up. Award will be made utilizing the Lowest Price Technically Acceptable Source Selection Process in accordance with Federal Acquisition Regulation Part 15. The successful prime contractor must perform no less than 15 percent of the General Construction labor. Proposal submission instructions will be included in the solicitation package. The government plans to award without discussions, but reserves the right to hold discussions if necessary. The offeror is responsible to monitor and download any amendments from the Federal Business Opportunities (http://www.fedbizopps.gov) website, which may be issued to this solicitation. In accordance with FAR 52.204-7, Required Central Contractor Registration and in accordance with FAR 2.101, Veterans Affairs Acquisition Regulation (VAAR) 802.101, VetBiz Registration, prospective contractors must be actively registered in the Central Contractor Registration (CCR) and the VetBiz databases under the applicable NAICS. Firms may obtain CCR information at http://www.ccr.gov and VetBiz information at http://vip.vetbiz.gov. The solicitation package and drawings should be available for download on or about September 16th, 2009 and the proposal due date will be on or about October 16th, 2009. An organized site visit will be scheduled and attendance is highly recommended for any responsible sources to submit an offer which shall be considered by Department of Veterans Affairs. Only one site visit will be scheduled and the date and time will be incorporated into the solicitation.
