- Drawings & Lab Reports This solicitation is to provide cleaning removal and no hazardous waste disposal services of an underground tank as described below. This is a combined synopsis/solicitation prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and an additional written solicitation will not be issued. This solicitation is being issued as Request for Quotation (RFQ), number AG-9A28-10-S-0003. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-37. NAICS code 562998 applies and small business size standard is $7.0 million dollars. DESCRIPTION OF WORK: The Shasta-Trinity National Forest’s Redding Air Attack Base requires their 6,000-gallon underground concrete wastewater tank to be emptied and certified cleaned. Non-hazardous wastewater material was generated from the fire retardant mixing plant operations and seasonal plane wash downs. The tank is approximately 32-feet long with a manhole opening on each end and six additional lids to access the four tank compartments (see tank drawings). At last inspection, the tank was full of wastewater and the accumulated solids were estimated to be between 1 to 1.5-feet in depth from the end manholes. The three feet of cover material above the tank will be removed prior to the pre-bid site visit scheduled on December 2nd, 2009. TANK LOCATION: Redding Air Attack Base at 6101 Airport Road, Redding, CA 96002 TASKS: 1. Remove all wastewater, sludge and solids accumulation from 6,000-gallon underground concrete storage tank. 2. Rinse out and certify clean the 6,000-gallon underground storage tank. 3. Transport offsite and recycle or treat removed tank waste. SPECIFICATIONS: Contractor shall follow all applicable federal, state, county and local regulations and standards. All interested vendors may inspect tank at 10:00 am on December 2, 2009 to access existing site conditions. Offerors shall provide a brief work plan describing how all work will be completed including a start work date and duration, equipment and personnel to be used, their capability to pump and remove all sludge/solids from an estimated 10-ft below ground surface, any past relevant experience, and the planned destination for recycling or treatment of the tanks contents. Final work plan must be approved in writing by the Government prior to work starting. Tank contents are a “non-hazardous industrial wastewater” based on analytical testing from samples taken on August 12, 2009, although proper treatment or recycling is necessary because of the presence of pollutants in the wastewater (see test data and phos-chek MSDS). All tank contents shall be transported offsite on a “Non-Hazardous Waste Manifest” to be recycled or treated. The 6,000-gallon underground storage tank is a confined space and no entry will be allowed, unless a minimum three-person crew is confined space certified and approved in writing by the Contracting Officer. After all initial liquids, sludge, and solids are removed, the tank interior shall be washed down and rinsed clean of all pollutants. Rinse water or rinsate shall be removed and the tank shall be left empty when completed. Contractor shall demonstrate that all tank material has been removed and certify the tank as clean. Clean is defined as no visible solid material from tank lid visual inspections and digital photos. COR shall inspect tank for cleanliness prior to the Governments acceptance of contractor’s certification. References: Plan and Profile drawings of 6,000-gallon underground storage tank ( July 1986), Phos-chek fire retardant MSDS, and analytical test data.
