- Questions and Answers for the Phase 1 period, dated 11.20.2009 are attached. PLEASE NOTE: Please read the current Posting thoroughly for current status and information. The NAICS Code has been revised along with clarity of industry input required at this time. Vendors Submission guidance has been changed. Phases of Questions & Answers have been established. Closing date has been extended to February 2010. (A-123) MANAGEMENT ASSESSMENT SOFTWARE 1.Introduction: This Request For Information (RFI) is being released pursuant to Federal Acquisition Regulation (FAR) Part 10: Market Research. The United States Mint, Office of Chief Financial Officer (CFO) is seeking industry input on software that will be for the support for meeting the goal for the compliance with the Office of Management and Budget (OMB) Circular A-123, Management’s Responsibility for Internal Control. 2.Background: On December 21, 2004, the Office of Management and Budget (OMB) revised Circular A-123, Management’s Responsibility for Internal Control, Management’s Financial Integrity Act of 1982 (FMFIA) (31 U.S.C 3512). OMB Circular A-123 implements FMFIA and makes agency management responsible for establishing and maintaining internal control to achieve the objectives of effective and efficient operations, reliable financial reporting, and compliance with applicable laws and regulations. The circular applies not only to accounting and financial management, but also to program, operational, and administrative areas. 3.Purpose of Objective: The purpose of this Request of Information is to seek information and advice from the industry regarding acquisition of Management Assessment Software. **The United States Mint would like to stress that at this current time, the agency is only requesting Industry Input on their software abilities to fulfill the Circular A-123 requirements. The United States Mint is NOT requesting any configuration input. To meet OMB Circular A-123 requirements, the United States Mint is currently exploring the possibility of acquiring a software solution to automate their annual A-123 assessment process to include documentation of work papers, assessment, testing/test plans, and reporting on the effectiveness of internal control over its financial reporting. Specifically, the software package will be utilized to: 1.Plan for the assessment. 2.Evaluate internal control at the entity level 3.Evaluate internal control at the process level. 4.Test internal control at the transaction level. 5.Issue a Statement of Assurance in the annual Performance and Accountability Report (PAR). Technical Requirements: Any software solution should meet the following minimum requirements: 1.VM ware. 2.Oracle Database @10 (to be possibly upgraded to 11G in the near future). 3.508 compliant 4.Vendor Submission: All responses shall include: •A General Vendor Capability Statement outlining your company’s ability to perform (not to exceed twenty-five (25) single-sided pages, Times New Roman, 12 Font or Larger. This statement shall include all attachments, brochures and published materials •Company name, cage code / duns number •Corporate physical address •Name of company representative: email and phone •Company website •Your business size and socioeconomics •Your software’s compatibility with the technical requirements outlined in this document •Approximate Cost for such software / licensing •COTS : Yes // No •Approx Labor Hours and Labor Categories estimated to fulfill this requirement •Any other information that may be beneficial in obtaining the most compatible, inclusive and cost effective software for the United States Mint 5. Phone calls received will be referred to the instructions within the RFI. *Email submissions of questions will be received and answered in a phased approach. Reflected dates are not a guarantee of posting and all interested parties should assure that they have submitted a letter of interest soonest. Phase 1: No Later Than 11 a.m., EST. November 18, 2009. All questions will be incorporated into a single document with the United States Mint’s reply posted on FedBizOps by C.O.B November 20, 2009. Phase II: No Later Than 11 a.m., EST. December 19, 2009 and the United States Mint’s reply posted on FedBizOps by C.O.B December 22, 2009. Phase III: No Later Than 11 a.m., EST. January 22, 2010 and the United States Mint’s reply posted on FedBizOps by C.O.B January 26, 2010. 6.Closing Date: All final submissions of interest shall be directed to Leslie Fisher, Contract Specialist, and Email: leslie.fisher@usmint.treas.gov, Subject Line: RFI: A-123 Software ~ Final Submission, No Later Than 11 a.m., February 12, 2010. 7.Disclaimers: The United States Mint shall not be liable in any way for any costs incurred by vendors in the preparation and delivery of their responses to the RFQ. Furthermore, the receipt of this RFI and or submission of a response confer no rights upon the vendor nor obligate the United States Mint in any manner. The information obtained through this process is considered to be market research as described by FAR 2.101 and in accordance with FAR 10.002. Please note, in accordance with 31 U.S.C. §5136, no provisions of law governing procurement or public contracts are applicable to the procurement of goods or services necessary for carrying out Mint programs and operations.
