- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document incorporates provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-26 (12 Jun 2008) and Defense Federal Acquisition Regulation Supplement (DFARS) change notice 20080721. It is the offerors responsibility to be familiar with the applicable clauses and provisions. This acquisition is for the purchase of the following service contract. The Colorado Army National Guard Safety & Occupational Health Office is coordinating hotel accommodations for the Aviation/Ground Safety Conference and Ball for the weekend of 6-7 February 2010. In addition, there will be one, 20-person class from 3-7 February 2010. The North American Industry Classification System Code is 721110 with a small business size standard of $7.0 million. Please respond by 9 am, Mountain Standard Time, December 15, 2009. The type of contract will be fixed price. See below for requirements for the Conference and Ball. A. One large room large enough to accommodate 500 people (classroom set up or crescent) (6-7 February 2010, 0700-1630) 1)Two 10 foot video screens that can be synchronized and later separated to operate independently. 2)Two computer projectors that can be synchronized and later separated. 3)Two A/V Carts. 4)Two wireless/lavaliere microphones with transmitters. 5)Mixers to connect microphones to house sound system. 6)T-1 High Speed Internet / VTC connectivity. 7)Cables and A/C outlets to support A/V needs (taped down near walk area). 8)Stage in the front of the room. 9)Two podiums on the stage. B. Three separate rooms to accommodate 30 people each and computer equipment for administrative purposes (Additional Duty Safety Officer, SR. Leaders Safety Course and Alive at25, 6-7 February 2010 0700-1630) (1)Tables and chairs. (2)One 10 foot video screen. (3)One computer projector. (4)Cables and A/C outlets to support A/V needs. (5)One podium. C. One separate room to accommodate 20 people each and computer equipment for administrative purposes (RCAS Training 3-7 Feb. 0700-1630) (1) Tables and chairs, including one instructor station at the front of the classroom. (2) One 10 foot video screen. (3) One computer projector to connect to instructor station. (4) Cables and A/C outlets to support A/V needs. (5) T-1 High Speed Internet/VTC connectivity for 20 student computers and 1 instructor. D. One large room for 350 people (social function with dinner and cocktails) (6 February 2010, 1830-2330) (The A/V Cost is normally part of the day rental per 24 hour period). (1) One 10 foot video screen. (2) One Computer projector. (3) One A/V Cart. (4) Two wireless microphones with transmitters. (5) Mixers to connect microphones to house sound. (6) T-1 High Speed Internet/VTC connectivity. E. Free Parking. F. Lunch meals for 180 enlisted persons. G. Lunch meals for Officers and AGR individuals (paid by individuals out of pocket). H. Hotel rooms (10) for Friday night (5 February 2010) (paid by individuals out of pocket or IDT Lodging). I. Hotel rooms (75) for Saturday night (6 February 2010) (paid by individuals out of pocket or IDT Lodging). J. Welcome area with sign in tables in front of general conference area and smaller conference area WITH WIRELESS AS AN OPTION. K. Audio Visual Support person for day and evening (social) events 6-7 February 2010. L. The Conference will provide 4 means of income for the hotel: The Government will man an award to the lowest priced, responsible contractor whose quote confirms to the solicitation and the Performance Work Statement (PWS). The following clauses and provisions are incorporated by reference and are to remain in full force in any resultant purchase order; FAR 52.212-1, Instructions to Offerors, Commercial Items (Nov 2007) and 52.215-5, Facsimile Proposals (Oct 1997) applies to this acquisition. Submit signed and dated quotes on company letterhead. The contractor must be registered in the Central Contractor Registration database. Offerors must be registered in the Online Representations and Certifications system at http://orca.bpn.gov. Clauses and provisions may be accessed via the internet, http://farsite.hill.af.mil. The following FAR clauses 52.212-4 Contract Terms and Conditions-Commercial Items (Feb 2007) is incorporated into this RFQ and is amended to add the following FAR clauses: 52.204-7 Central Contractor Registration (Jul 2006), 52.252-2, Clauses Incorporated by Reference (Feb 1998), 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Feb 2008). The following additional FAR Clauses are applicable: 52.219-6, Notice of Total Small Business Set-Aside (June 2003);52.222-3, Convict Labor (June 2003); 52.222-21, Prohibition of Segregated Facilities (Feb 1999); 52.222-26, Equal Opportunity (Mar 2007); 52.222-36, Affirmative Action for Workers With Disabilities (June 1998); 52.222-50, Combating Trafficking in Persons (Aug 2007; 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration (Oct 2003). The following DFARS clauses apply 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders (Mar 2008) specifically the following clauses under paragraphs (a) and (b) are applicable; 252.204-7004, Alternate A (Sep 2007). This contract incorporates one or more clauses by reference, with the same force and effects as if they were given in full text.
