Description
The vendor shall furnish the necessary services and qualified personnel to provide technical expertise and analytical program management support for the Defense Logistics Agency Office of Operations Research and Resource Analysis (DORRA) Theater Distribution Team (TDT). The resulting contract will encompass all activities necessary for the vendor to support the TDT’s mission of assisting the agency in improving supply chain management and distribution logistics operations. The vendor shall support the TDT in developing timely and effective logistics policies which, in turn, support the agency’s logistics policies in support of the Combatant Commanders and the Services, and ensure continued actions to promote military effectiveness, efficiency, economy and standarization. The four primary taskings under this effort will be Program Management, Data Distribution Analysis, Deployable Distribution Sustainment Support, and Joint Concept Technology Demonstration Support and Analysis. The accomplishment of these tasks requires skill and knowledge across the full spectrum of project management of distribution systems, theater logistics and supply chain management. These include, but are not limited to, requirements and business process analysis, economic analysis, proficiency in distribution system analysis and research, operations research, Joint Concept Technology Demonstrations, business process re-engineering; database design, documentation development and maintenance, testing, and implementation. In addition to the technical skills, knowledge, experience and qualifications stated, these tasks will also require the services of personnel who are proven experts in the areas of DoD logistics, supply chain management, operations research and program management. It is anticipated that a Firm Fixed Price Requirements Type Contract will be awarded as a result of this solicitation, with a base year and four 1-year options. Primary place of performance will be Richmond, VA, but travel to other DLA facilities is anticipated in conjuction with performance of these duties. Award will be based on Best Value rather than low price. A copy of the solicitation will be available on or around December 11, 2009 on the DLA Internet Bid Board System (DIBBS) at https://www.dibbs.bsm.dla.mil. This acquistion is 100% set aside for Service Disable Veteran Owned Small Businesses utilizing NAICS Code 541611, $7M.
