- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/synopcom.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. Naval Surface Warfare Center (NSWC) Crane Division plans to enter into a Firm Fixed Price (FFP) Requirements-type contract with Signal Technologies Corporation: 84 Hill Ave. NW, Fort Walton Beach, FL 32548-3858The contract will cover a (5) five-year period of performance for repair, upgrade, and manufacture of components designed to meet the requirements of the AN/SLQ-32(V) Electronic Warfare System. This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is restricted rights to drawings/specifications, test procedures and test stations in addition to duplicative costs and time that would be required to reverse engineer the equipment. Signal Technologies Corporation is the Original Equipment Manufacturer (OEM) of the High Voltage Power Supply (HVPS), High Voltage Distribution Units (HVDU) and the associated subassemblies that are currently fielded. The solicitation will be available on or about 21 DEC 2009 at FedBizOpps located at http://www.fbo.gov and at NECO located at https://www.neco.navy.mil/. No hard copies of the solicitation will be mailed. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. It is the responsibility of interested offerors to monitor FedBizOpps and/or NECO for any additional amendments that may be issued. Offers must be submitted in the format specified in the solicitation. Submitting a bid from the NECO website by clicking on "Submit Bid" does not guarantee offers will be received by the proper person in the correct format.
