Description
This is a notice of intent to award a sole-source contract and is not a request for proposals. The 316th Contracting Squadron, Joint Base Andrews NAF Washington, MD, intends to make a sole source award to Kovatch Fire Apparatus (KME) for the purchase of the following items: Clin 0001: Part number (p/n) 017665V001 Flowminder, QTY 1 each; Clin 0002: p/n 27005902, 4 inch seal kit, QTY 1 each; Clin 0003: p/n 023971V014, 4.5 seal kit, QTY 1 each; Clin 0004: p/n 20033502, 4 inch wear band, QTY 1 each; Clin 0005: p/n 20035301, 5 inch wear band, QTY 1 each; Clin 0006: p/n 20033503, wear buttons, QTY 8 each; Clin 0007: p/n 5177, nozzle, QTY 1 each; Clin 0008 p/n 3479, monitor logic box controller, QTY 1 each; Clin 0009: p/n 3660, remote. The North American Industry Classification System (NAICS) code for this acquisition is 336211. The proposed contract is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued; however, in accordance with FAR 5.207(c)(15)(i), all responsible sources may submit a proposal which shall be considered by the agency. In order to be considered a potential source, interested parties must submit clear and convincing documentation demonstrating the capabilities to satisfy the requirement specified above and advantages of the Government to consider another source. The documentation shall include prices and descriptive literature containing sufficient technical documentation to establish a bona fide capability to meet this requirement. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this synopsis, the contracting officer may determine that a solicitation will be issued. If a solicitation is issued, no additional synopsis will be published. If no affirmative written response is received within 15 calendar days after publication of this synopsis, a sole source purchase order will be issued to KME.
