Description
JUSTIFICATION AND APPROVALFOR OTHER THAN FULL AND OPEN COMPETITION Upon the basis of the following justification, I hereby approve the issuance of the contractual action described below using other than full and open competition, pursuant to the authority of FAR 6.302-1 and 41 U.S.C. 253(c)(1). 1.Contracting Activity Department of Veterans Affairs Center for Acquisition Innovation (CAI) 7485 New Horizon Way Frederick, MD 21703 2.Nature and/or description of the action being approved: The Department of Veterans Affairs, Center for Acquisition Innovation (CAI) plans to contract with Gartner, Inc.: for a Gartner Analyst to lead a VA workshop in utilizing the Gartner Program and Portfolio Management (PPM) Maturity model and begin development plans for the maturity elevation of programs within the Enterprise Infrastructure Engineering (EIE) Program Management Office (PMO). 3.Description of Service and Supplies: The EIE PMO needs to procure on a sole source basis a Gartner Analyst for a one day workshop to be held on December 8, 2009, for a Firm Fixed price of $11,200.00. The objective of this purchase order is to utilize the expertise and PPM Maturity models of Gartner. Gartner, Inc. currently has a contract with the VA to provide access to their material, models, staffing/skill set models, ongoing research and other management related tool information through their extensive library of published material relating to PPM Maturity. 4.Statutory Authority: FAR 6.302-1 and 41 U.S.C. 253(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. 5.Rationale Supporting Use of Authority Cited Above: Gartner, Inc. has been under contract with the VA for the past two years providing material and models that were utilized in building the EIE PMO PPM Maturity model and in establishing their office. The EIE PMO constructed their processes around these models based on the proven track record of Gartner and the recognition that they are an industry leader in the Information Technology (IT) field. The EIE PMO developed their models from the Gartner information obtained through the current contract to assess the current state of the EIE PMO programs and have only made modest progress. By having a Gartner Analyst leading the workshop to be held on December 8, 2009, guiding and ratifying the plans and documents with the key Office of Information &Technology (0I&T) players, will help maintain the progress made to date and ensure continued success is achieved in the development of the PPM Maturity model. This effort is a continuation of the services that have been received through the existing Gartner contract; however, Gartner does not offer a contract line item for the support of an analyst under their existing contract. Therefore, a separate purchase order will have to be awarded in order to obtain these services. 6.Efforts to Solicit Potential Sources; Market Research Conducted; and Sources which expressed interest in writing: Other sources were contacted but the approach and material that they offered was not what the VA requires at this time. 7.Determination of Fair and Reasonable Price. The Contracting Officer has determined that the anticipated cost to the Government will be fair and reasonable based on historical data, price analysis, and negotiations. 8.Other Supporting Data: Due to the fact that Gartner workshops are based on their copyrighted material and models, no other source will satisfy the VA's requirement. 9.Barriers to competition for subsequent acquisitions: As future requirements become available, competition will be sought.
