- The Commodity Futures Trading Commission (CFTC) intends to award a sole source contract to Dr. Bahattin Buyuksahin; 2111 Jefferson Davis Highway, Arlington, VA 22202. The period of performance will be for a base year starting January 1, 2010 and will include two one-year option periods. The contractor will provide advanced econometric analyses of CFTC's current database and assist in the development of electronic systems based on rigorous econometric modeling that can associate related contracts to detect and test for trading patterns that demonstration the potential for adverse market impacts. Dr. Buyuksahin has extensive experience with SAS statistical programming. Dr. Buyuksahin has a high level of expertise in high frequency data analysis and time series econometrics and direct experience in developing numerous statistical analyses which have been utilized in Congressional testimony. His areas of expertise include Granger causality tests, maximum entropy techniques, vector error correction models, vector autoregressions, panel data analysis, GARCH and ARCH volatility modeling, and "min span" analysis. Pending legislation, if passed, will move many of the oversight functions currently delegated to Exchanges and Clearinghouses to the CFTC. Accordingly, the CFTC requires an expert econometrician with vast experience in econometric analyses techniques in order to implement the new oversight responsibilities in a responsible and efficient manner. This notice is not a request for offers and no solicitation is available. Interested parties must submit their capability statements in writing within 15 days of the date this notice is posted. Written responses can be emailed to krison@cftc.gov or faxed to (202) 418-5454. Any responses received after the 15 day submission period will not be considered. Responses will be used solely to determine whether a competitive solicitation should be issued and will not be the basis for an award. A determination not to compete this action based upon responses received is at the sole discretion of the Government. Telephone calls will not be accepted.
