- Marine Corps Systems Command (MARCORSYSCOM), Test, Measurement and Diagnostic Equipment (TMDE) is conducting market research to determine industry capabilities regarding the design and production of Test Program Sets (TPS) to be used in conjunction with the Ground Radio Maintenance Automatic Test System (GRMATS). GRMATS is a digital, software-defined automatic radio test system. It is contemplated that TPS's will be consolidated into individual kits, containerized in ruggedized cases. The kits will be referred to at Ground Radio Application Program Sets (GRAPS). It is furthermore contemplated that the TPS effort may involve the following: 1) Designing and producing menu-driven, automated screening (go-path) Test Program Software routines for all Units Under Test (UUT) identified in Table I, and in accordance with Original Equipment Manufacturers' Test Plans or published performance specifications, as applicable.2) Designing and producing menu-driven, automated diagnostic (fault isolation) Test Program Software routines for the Units Under Test (UUT) specified in Table I. These test routines will be subject to a minimum accuracy threshold of 95% accuracy in identifying the faulty subassembly (Circuit Card Assembly, chassis component).3) Designing and producing all Test Program Hardware (TPH) required to interface the UUT with the Ground Radio Maintenance Automated Test System. The same Test Program Hardware (cables) may be used for multiple UUT's, if applicable. 4) Integrating Test Program Sets (hardware and software) produced under this effort into kits, which will include a standard, ruggedized transport case containing (1) set of Test Program Hardware. The Government intends to procure up to (700) of these kits.5) Developing and producing a Technical Data Package for all Test Program Sets provided to the Government under this effort to include a complete Product Level Drawing Package.6) Developing and producing a Technical Manual for the Test Program Sets. It is anticipated that Units Under Test (UUTs) covered under this effort will include, but not necessarily be limited to, the following: RT-1796, RT-1694, AN/PRC-148 Urban (V2), RT-1916 V1, RT-1916 V3, RT-1949, RT-RT=1949 VAA, AN/VRC-111 VAA, RT-1720 (E), RT-1720 (F), RT-1720 (G), AM-7588, RF-5833H without A10 CCA, RF-5883H with A10 CCA, RF-300M 20W, RF-300M 50W, AN/PRC-148 MARITIME(V1), MOTOROLA XTS-2500, AN/PRC-148 JTRS ENHANCED MBITR (JEM), RF-5800R RC111 REMOTE, RF-5800R RC111 LOCAL, RF-7800 REMOTE CONT UNIT, RT-1272, TOCNET eMCSU, TOCNET Trim CAU, and TOCNET CAU. TPS types may be screening only or screening and diagnostic. Complete Technical Data and/or Manufacturer's Test Procedures are available for most, but not all UUT's listed. Interested firms should submit capabilities and experience descriptions, design approaches, design concepts and any other relevant information to MARCORSYSCOM. Firms should also submit business size information. This information shall be submitted no later than 10 December 2009 to Marine Corps Systems Command, ATTN: Mark Sanderson, CESS, CTQ3MS, 2200 Lester Street, Quantico, Va. 22134. This information may also be submitted to mark.sanderson@usmc.mil. Submitted information will not be returned. All data received in response to this announcement marked or designated, as corporate or proprietary information will be protected from release outside the Government in accordance with the Freedom of Information Act and Privacy Act provisions.
