Description
THIS IS A SOLE/SINGLE SOURCE, NON-COMPETITIVE NOTICE. This notice of intent is not a request for competitive proposals. This sole / single source, non-competitive notice is prepared in accordance with FAR Parts 5 & 13. This notice of intent is not a request for competitive proposals. Far Part 6 – Competition Requirements, is not applicable to contracts awarded using simplified acquisition procedures of FAR Part 13, not expected to exceed the simplified acquisition threshold. The resultant acquisition will be conducted in accordance with FAR Part 13, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 2005-37 (effective November 13, 2009). This announcement constitutes the only notice; proposals are not being requested and a written solicitation will not be issued. The period of performance is six months. The total estimated amount of this contract is NOT expected to exceed the simplified acquisition threshold of $100,000.00. The North American Classification System (NAICS) code applicable to this requirement is 541611and the associated small business size standard is $7.0 Million. THE NATIONAL INSTISTUES OF HEALTH (NIH), National Heart, Lung and Blood Institute (NHLBI), Office of Acquisitions (OA) for the National Institute of Arthritis and Musculoskeletal and Skin (NIAMS) intends to negotiate and award a purchase order on a sole source non competitive basis to HAUSMANTECH, 13704 Valley Drive, Rockville, MD 20850-5440, to complete ongoing Ethics Support Services. The National Institutes of Arthritis and Musculoskeletal and Skin Diseases, Office of the Director is in need of consulting services to carry primary responsibilities for a broad range of Ethics Program activities. Many ethics documents and processes are known to have long latency periods. In addition, analysis of financial disclosure forms often require extensive follow-up to obtain additional information and clarification. As a consequence, it is likely that some items may not be concluded by the end of the project period. The Contractor will therefore supply to the Institute at the conclusion of the contract period a report listing those items which have not yet been completed. OBJECTIVE The NIAMS seeks to renew the Contract support to supply to the National Institute of Arthritis and Musculoskeletal and Skin Diseases-NIAMS, for a period of six (6) months, all functions related to the operation of a conflict of interest ethics program, with the exception of Deputy Ethics Counselor (DEC) signatory authority. SCOPE The NIAMS requires an expert in Ethic Program Activities with experience in all functions related to the operation of a conflict of interest ethics program. The contractor will work in consultation with the Office of the Director, and NIAMS staff to support concept development activities that include: •Solicitation, processing, tracking, analysis and follow-up of all Confidential Financial Disclosure Forms (OGE-450) such that they can be certified by the DEC; •Solicitation, processing, tracking, analysis and follow-up of all Public Financial Disclosure Forms (SF-278) using the NIH Enterprise Ethics System such that they can be certified by the DEC; •Solicitation, processing, tracking, analysis and follow-up of all Annual Report of Outside Activities (HHS-521) forms such that they can be certified by the DEC; •Preparation and submission of the annual ethics training report; •New award process has been added to the Ethics Management Information System (EMIS)—and a report is due to the NIH Deputy Director weekly; •Assisting with ensuring the NIAMS meets the new intense audit and review of all NIH ethics offices by both the NIH Ethics Office and the DHHS Ethics Office; •Contact for Special Government Employees—responsible for ethics guidance; •Providing, if requested, an ethics orientation to new Advisory Council members; •Reviewing, in concert with NHLBI Committee Management Service Center, financial disclosure forms for each Advisory Council member before each Council meeting; •Providing a poster on conflict of interest ethics, if requested, at the annual intramural ethics retreat; •Coordinating and reviewing other ethics activities as needed, including official duty activities, outside activities, honorary degrees, awards, widely attended gatherings, CRADAs, clinical protocols, Material Transfer Agreements, waivers and authorizations, HHS_716 review, and the like, so that they can be signed by the DEC. •Reviewing travel documentation for ethics purposes; •Liaison with the NIH Ethics Office; •Attend meetings of the DECs and Ethics Coordinators; •Respond to ad hoc ethics inquiries from Institute staff; •Maintain ethics files; •Transfer ethics records to other Institutes and Centers as appropriate; and Preparation of other reports as may be requested by the NIH Ethics Office during the course of the project period. LEVEL OF EFFORT Sample: •The successful Offeror must possess significant documented analytical and organizational skills. •The successful Offeror must have an in-dept knowledge and expertise in large-scale Federal Health Education and Promotion programs. •The successful Offeror must have excellent meeting and group facilitation skills. •The successful Offeror must have excellent written and oral communications skills, including presentation talking points or slide development. •The successful Offeror must have the ability to exercise judgment and work independently to prepare recommendations for the NIAMS Office of Communication and Public Liaison staff. •The successful Offeror must have strong teamwork ethic and demonstrate an ability to work in teams. CONTRACTOR TASK The working of the NIAMS Office of the Director is complex and varied. The contractor shall provide expertise to the Office of the Director, NIAMS EP, IRP and AMB staff with the exception of Deputy Ethics Counselor (DEC) signatory authority. The contractor will work with the Office of the Director, NIAMS EP, IRP and AMB staff to support Ethic Program Activities and concept development activities that include: Sample •Identifying specific ethics problem (s) to be addressed •Obtaining input from the Office of the Director, NIAMS •Defining Ethics communication objectives •Identifying intended audience (s) and potential distribution partners •Developing a communication strategy and plan. REPORTING REQUIREMENTS The NIAMS Office of the Director will appoint a member of the Directors staff to serve as the Project Manager and Contracting Officer’s Technical Representative for this contract. The Project Manager will review and approve the work products generated under the contract. Contractor’s work products will be reviewed for completeness, accuracy, and timeliness by the Project Manager. The Contractor shall issue a monthly report, to be made available to specifying the DELIVERABLES The contractor will work six work under the direction of the NIAMS Office of the Director, who will provide guidance and overall direction related to completion of the objectives of this assignment. The contractor will meet the needs of the NIAMS, as they arise, within general guidelines provided by the assigned. A final inspection and acceptance of all work performed and other deliverables will be performed. All deliverables are due within the time frame described above. The contractor consults and collaborates with the Office of the Director, to develop mutually acceptable plans for prioritizing the responsibilities of the incumbent’s assigned functions, and to highlight the major areas of emphasis and the goals to be achieved. The contractor keeps the NIAMS Office of the Director, apprised of problems encountered, possible controversies, and success or failure of work efforts in progress. Interested parties may identify their interest and capability to respond to the requirement or submit a response. This notice of intent is not a request for competitive proposals.
