Description
Det 8 AFRL/RVKB J&A Pkg for WIPER Prgm approved 7 Oct 09. 19 Nov 09, 1330 hours, New Mexico Time. NOTE (1) This Justification & Approval (J&A) supports the Request for Proposal (RFP), FA9453-10-R-0001,for the follow-on effort for Engineering Services for the DSX Wave-Induced Precipitation of Electron Radiation (WIPER) payload, which will be issued to Stanford University. This J&A is being posted and supersedes the Sources Sought Solicitation posted on 13 Aug 09 to FA9453-09-R-0007. This is a J&A for Other Than Full and Open Competition pursuant to: 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, (a),(2) (iii), Only One Responsible Source, for a follow-on contract for highly specialized services, when award to any other source would result in substantial unacceptable delays. The J&A document is attached and approved on 7 Oct 09. (2) Agency and Contracting Activity. The Air Force Research Laboratory (AFRL) Space Vehicles Directorate (AFRL/RVB) has designed and matured the Demonstration and Science Experiments (DSX) program as an experimental space mission. This activity is a follow-on effort for Engineering Services for the DSX Wave-Induced Precipitation of Electron Radiation (WIPER) payload, which comprises the Broadband Receiver (BBR), Transmission Control Unit (TCU), Narrowband Receiver (NBR) and VLF Transmitter (collectively, the TNT), and the Tri-Axial Search Coil (TASC). This action is to be awarded as a Cost Reimbursable (CR) follow-on contract to Stanford University, with an estimated value of $ 2,417,000 with an expected award of January 2010 for 60 months from award. The 60-month performance period is expected to support the DSX program, which currently has an expected launch date of October 2012. (3) The attached J&A is being posted in accordance with FAR PART 5. The RFP for this effort is being issued to Stanford University who was the only source that responded to the original sources sought posted on 13 Aug 09. (4) Award Date: This is an anticipated award date of 31 March 2010.
