- Description
- The United States Environmental Protection Agency (EPA), Office of Research & Development (ORD), National Risk Management Research Laboratory (NRMRL), Land Remediation and Pollution Control Division (LRPCD), has a requirement titled Scientific, Technical, Research, Engineering, and Modeling Support II (STREAMS II). This requirement is the successor to the Field Evaluation and Technical Support (FEATS) and Scientific, Technical, Research, Engineering, and Modeling Support (STREAMS) contracts and involves support for the development and evaluation of technologies, processes, and tools to prevent or reduce pollution of air, land, and water, and to restore ecosystems. This contract may also support (i) other NRMRL divisions, (ii) USEPA Programs such as the Superfund Innovation Technology (SITE) Program and the Environmental and Sustainable Technology Evaluation Program Element of the Environmental Technology Verification (ETV/ESTE) Program, (iii) other ORD laboratories and centers such as the National Homeland Security Research Center (NHSRC) and (iv) other USEPA organizations, such as Regional and Program Offices, that conduct research projects that could be supported under the scope of the STREAMS II Performance Work Statement (PWS). The EPA is seeking a contractor to perform tasks including: (1) research work- involving developing and/or evaluating technical concepts, process options, and prototype systems in a research framework that permits and encourages changes in direction and mid-course corrections as needed and warranted and a broad range of process development efforts such as proof-of-concept, laboratory-scale, and bench-scale experiments, (2) treatability studies and pilot-scale investigations, (3) field support (examples - risk assessments, permit reviews, site characterization, site preparation), (4) development and/or evaluation of computer-oriented tools, approaches, and technologies such as software, models, and decision-support tools, and (5) technical support to various programs including US EPA Superfund Program, the RCRA Program and Office of Water. The solicitation and resulting contract shall contain the clause, Limitation on Future Contracting. The text of this clause will track with Limitation of Future Contracting, Alternative V (Headquarters Support), EPAAR 1552.209-74 (MAY 1994), except for paragraph (c). Paragraph (c) of the clause shall read as follows: Paragraph c: When the contractor is required to evaluate, assess or test a remediation technology or process that is specifically identified in a task order, the contractor is prohibited, without the prior approval of the Contracting Officer, from entering into contracts with an individual or organization to provide services on or in support of the specific remediation technology process identified in the task order. This restriction applies during the life of the contract. The Government anticipates award of an indefinite delivery/indefinite quantity (ID/IQ) multiple award cost plus fixed fee (CPFF) and firm fixed price (FFP) task order contract with an ordering period of 5 years. The EPA intends to award approximately 5 contracts totaling $55 million. It is anticipated that 2 of the awards will be made to small businesses. The anticipated solicitation release date is mid to late December and the close date shall be approximately 40 days thereafter. The solicitation will be issued on a full and open competitive basis with no small business set-aside(s). Interested parties are expected to download the solicitation and subsequent amendments from the website and to monitor the status of the RFP. All responsible sources may submit a proposal for EPA consideration.
