- Statement of Work The Office of Thrift Supervision intends to negotiate a Sole Source contract with Personnel Decisions Research, Inc, 650 3rd Street South, Suite 1350, Minneapolis, MN 55402 for contractor services to review, analyze, and/or develop and validate two (2) seperate tests to assess the level of the technical knowledge of its TG-18 Safety and Soundness and Consumer Compliane examiners in accordance with the attached statement of work. The required services will be acquired as a commercial item purchase using FAR Part 12 and the Simplified acquisition procedures of FAR 13.5. Responsible firms may submit a written response to this notice. Oral proposals will not be accepted. The Office of Thrfit Supervision intends to award a performance based Indefinite Delivery Contract with firm fixed price courses only after determining the PProfessional Bnk Services proposal to be the most advantageous means of satisfying the requirement. This notice is a combined synopss/solicitation for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional informaton included herein, and constitutes the only solicitation. A separate solicitation will not be issued. Responsible firms may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. The Government will consider all proposals received by 5:00 P.M., Novembr 25, 2009. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered soley for the purpose of determining whether to conduct a competitive pocurement. This combined synopsis solicitation document incorporates provisions and causes in effect through Federal Acquisition Circular FAC 2005-05, effective on July 27, 2005. Proposals submitted in response to this notice shall include the requirements of Section VII and VIII of the attached satement of work All questions regarding this combined synopsis/solicitation must be emailed to: Illona.Williams@ots.treas.gov. Quesions must be received no later than 2:00 PM, November 23, 2009. Telephonic quesions will not be accepted. The following FAR provisions and clauses apply to this combined snopsis/solicitation: 52.212-1, Instructions to Offers-Commercial Items; 52.212-3 Representation and Certifications, which must be completd and submitted with the proposal; 52.212-4 Contract Terms and Conditions-Commercial Items; and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items.
