- Under the authority of FAR 13.106(a)2(b), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, Natick, MA intends to award a Firm Fixed Price Purchase Order to Avon Protection Systems, Inc. of Cadillac MI, to provide products that provide chemical respiratory protection. These products are: 1) Avon FM53 mask (qty 18) 2) Avon ST53 SCBA (Self-Contained Breathing Apparatus) system (qty 7) 3) Avon ST-PAPR (Powered Air Purifying Respirator) system (qty 8) 4) Avon Voice Projection Unit (VPU) (qty 10) 5) Avon Filters 6) Miscellaneous components (nosecups, outserts, etc.). Brand name only will be procured. Avons FM53 mask is the commercial variant of the M53 and was competitively selected by the user IPT based on a variety of tactical law enforcement requirements. Respondents to the sources sought (W911QY09SS0002) were invited to exhibit their products to the APPS IPT users at a Vendor Day held at Natick. The SWAT IPT and National Institute of Justice for the Tactical Officers Full-Face Respirator program selected the Avon FM53 mask based on product performance characteristics and user priorities. The selection of the Avon ST53 SCBA and ST-PAPR systems for inclusion within the APPS system was made because these items are the only current commercial SCBA and PAPR systems certified by NIOSH for compatibility to the FM53 mask. Certification by NIOSH is a prerequisite for procurement of these systems by state and local law enforcement using DHS grant funding. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
